    Irish TV channel faces restructuring

    Irish TV, the channel that targets Irish viewers both in and outside of Ireland, is said to be looking at a major restructuring.
    To date the company has been bankrolled by John Griffin, a London-based millionaire who sold his Addison Lee cab business for £300 million two years ago. Griffin is said to have been disappointed that Irish TV has not been granted a share of the Irish TV licence fee. Some seven per cent of receipts are given over to the independent sector.
    Meanwhile, production on the channel’s original productions has ceased, as confirmed by presenter Claire Ronan on social media.


    Ms Ronan’s show County Matters is replicated in each of the Irish counties.
    Irish TV went live in May 2014 through an Ofcom issued licence. It is available on Sky, Freesat and in Ireland through EirTV.

    Viasat expands in Georgia

    The Georgian multiplatform operator MagtiCom has significantly enhanced its DTH and IPTV services through the addition of a number of Viasat channels.
    Starting from this month, the services include TV 1000, TV1000 Action, TV 1000 Russian Cinema, Viasat History, Viasat Nature, Viasat Explore and Viasat Sport, as well as Da Vinci Learning.
    Meanwhile, DTH subscribers are in addition being offered 12 further channels, among them France 24, DW and Russia Today.
    MagtiCom was established in 1997 and is the first and only operator in Georgia to offer a complete set of telco services via all technologies available.
    As of the end of last month, it had contributed over GEL1.62 billion (€598 million) to the Georgian economy.

    New twist in Turkcell dispute

    Alfa Group has entered into a partnership with VTB Group in order to jointly invest in Turkcell.
    Kommersant reports that the move may help resolve the long-running dispute between Alfa Group and the Turkish holding company Çukurova over the ownership of Turkcell, which with over 60 million subscribers is Turkey’s leading mobile operator.
    Turkcell is also an important player in the Turkish TV industry, with assets that include the platform Turkcell TV+.
    As reported earlier in Broadband TV News, in August an arbitration tribunal in London dismissed claims against LetterOne (L1), Russian billionaire Mikhail Fridman’s international investment company, by Turkey’s Çukurova and Ziraat.

    Telefónica eyes debt reduction

    Spain’s Telefónica is set sell the remaining 1% it still holds in China Unicom.
    According to El Economista, the market valuation of the stake is around €270 million.
    Quoting an ‘Intermediate Document’ recently sent by the telco to the regulator CNMV, it adds that, “Telefónica’s participation in China Unicom is classified as a financial asset available for sale”.
    Having sold Argentina’s Telefe to Viacom for €360 million, disposing of the 1% stake in China Unicom would help Telefónica further reduce its debt.
    Telefónica has already reduced its in the Chinese company, most recently by selling 361 million shares, equivalent to 1.51% of the company’s stock, in July this year.

    Russian cablecos make good progress

    The Russian cable operator ER Telecom has been awarded a licence to offer services as a Full MVNO.
    According to ComNews, it is valid from the beginning of this month for a period of five years, with services required to start no later than November 1, 2018.
    The licence covers 83 regions of the Russian Federation, with the exception of Crimea and Sevastopol, and it is expected that ER Telecom will include mobile only in packages with fixed-line services.
    ER Telecom already cooperates with Russia’s ‘big four’ mobile operators, and in particular MegaFon, with which it provides a package of services including mobile telephony.
    Separately, ComNews reports that Akado, another leading Russian cable operator, continues to gain subscribers and invest in its networks despite the difficulties faced by the regional telecom market.
    Its digital TV and broadband customer totals increased by 5.9% and 3% respectively in the first nine months of this year.

    Piracy hits Premier League coverage in Poland

    Poland’s Canal+ Sport has reduced its coverage of Premier League games due to piracy in the UK.
    Quoting a statement by the channel explaining the situation, Satkurier reports that this follows instances of illegal showing of Premier League games in pubs and other public establishments in the UK using nc+ decoders.
    However, the number of matches broadcast live over the season will remain unchanged and all will be done to rectify the situation.
    Satkurier adds that it is unclear how long this reduction in coverage will continue. It also notes that there is confusion on the part of nc+ subscribers as to the actual transmission times of football matches, be they from the Premier League, Polish Ekstraklasa, Champions League or Europa League.

    iQIYI plans CNY10BN spend on premium content



    Chinese streaming platform iQIYI has announced plans to invest up to ¥10 billion (US$1.47 billion) on premium video content for the coming year.

    Wang Xiaohui, chief content officer, iQIYI, said the video streaming giant is set to launch 192 key projects, including dramas, variety shows, animation and films in the next year.

    iQIYI also revealed that it had purchased 1,600 shows in 2016 – double that of last year. In addition, the video-on-demand (VOD) company has produced and presented over 60 dramas and variety shows this year, compared to just 12 self-produced shows in 2015.

    As of September, just over one billion mobile devices were in use, according to iResearch. Of them, 470 million devices had installed the iQIYI online video app, 330 million had downloaded Tencent Video and 310 million have downloaded Youku’s app. The top three apps account for more than 70% of China’s mobile video sector, said iQIYI.

    Viewers in China watched a total of 16.7 billion hours of online video via mobile devices in September. In a breakdown, 5.46 billion hours were spent on iQIYI, 3.5 billion hours with Youku, 2.8 billion with Tencent Video and 1.2 billion hours on LeEco’s video arm, said iResearch.

    VICE launches Indonesian TV, online video initiatives



    VICE has partnered with Jawa Pos TV and Google in Indonesia to bring linear and digital programming to the country, as well as launching local content and creative agency services.

    VICE Indonesia, based in Jakarta, will bring VICE content in English and Indonesian to “a young audience that is consuming mobile, digital and linear content at a staggering pace”, the company says.

    Each evening, news network Jawa Pos TV will air VICE News Tonight, VICE’s recently launched daily news show on HBO. Select VICELAND programming will also air on the network in prime time slots.

    VICE will also create digital content powered by the world’s most prolific search tool Google. SEARCHLIGHT will showcase youth culture and nightlife across Indonesia to a global digital audience through a series of videos, stories and social events.

    VICE Indonesia will create and distribute local and international programming to appeal to a young population of over 100 million people in the Asian country. Young people aged 18-34 comprise 50% of Indonesia’s overall population, where on average five hours are spent on the Internet by each person every day, claims VICE.

    “With Indonesia’s massive young audience increasingly consuming video content across all screens, launching VICE here is a no brainer,” said VICE co-president James Schwab.

    Mo Morris, managing director, VICE Indonesia, added: “We will aim to produce some of the most unique content Southeast Asia has ever seen. Indonesia is a great fit for VICE, a beautiful, turbulent and progressive country with an engaged young audience hungry for a media company that speaks their own language. By partnering with Jawa Pos TV and Google, we will be able to meet young people on whichever screen they are consuming content.”

    This is the latest move in VICE’s Asian expansion. In October the company launched branded VICELAND blocks, which will eventually become 24-hour VICELAND channels, in 18 Southeast Asian territories, including Indonesia, through a partnership with MultiChannels Asia.

    Partnerships with DOCOMO Digital and AbemaTV have also brought original VICE content to mobile and digital platforms across Japan.

    VICE says it also plans to open will offices in India and the Middle East in the coming months.

    YouTube adds support for HDR

    After supporting 4K video, live streaming, 3D, 360° video and spatial audio, online video juggernaut YouTube is now to offer support for high dynamic range (HDR) video for its output.

    YouTube believes that with HDR it is unlocking the most spectacular image quality it has ever streamed. It sees HDR videos as enabling the service to offer higher contrast, revealing precise, detailed shadows and highlights with more clarity than ever. Immediately, viewers can watch YouTube videos in HDR on supported devices, such as HDR TVs with the new Chromecast Ultra, and soon on all 2016 Samsung SUHD and Ultra HD TVs.

    According to research from IHS Markit, HDR TV shipments will reach more than four million units by the end of 2016 and will grow to over 30 million units by 2020. Yet the market for HDR-compatible TVs — which the analyst defines as any set compatible with basic HDR formats but utilising standard dynamic range displays — will be as much as four times larger. Indeed, by 2020, IHS Markit expects that nearly all of the 112 million 4KTVs shipped worldwide will be compatible with HDR, but only 30% will have true HDR performance capabilities.

    The company adds that as more HDR devices become available, it will work with partners to enable streaming of the HDR version. It is currently working with YouTube creators like MysteryGuitarMan, Jacob + Katie Schwarz, and Abandon Visuals to bring you content in HDR. Also starting immediately, any creator can upload HDR videos to YouTube.

    IBF welcomes court decree to continue cable digitisation



    The Indian Broadcasting Foundation (IBF) has welcomed the Delhi High Court’s decision to dismiss nine petitions seeking an extension for the deadline to implement mandatory cable TV digitisation.

    The court dismissed the petitions from cable companies covering areas of Karnataka, Kerala, Andhra Pradesh and Telangana and Uttar Pradesh, under Phase III of the nationwide digitisation process, the deadline for which was 31 December 2015.

    The stays granted in the implementation of digital addressable systems (DAS) by various High courts in these areas will no longer apply. The Delhi High Court has instead directed the petitioners to switch over to DAS by 24 November 2016, and inform subscribers by running a scroll on their networks about the digital switchover deadline.

    “The IBF has advised all its member broadcasters to apprise all its affiliate multi-system operators and local cable operators about the said switchover deadline of 24 November 2016 in these Phase III areas and make it clear that after the said date the channels can be received only through a digital set-top box. The subscribers in these areas are advised to immediately contact their respective local cable operators/multi-system operators to ensure the installation of STBs before the expiry of the deadline,” the IBF said in a statement.

    Members of the non-profit association IBF provide channels and programmes that deliver about 90% of television viewership in India.

    The Ministry of Information and Broadcasting had moved the Supreme Court to get all the Phase DAS III cases transferred to the Apex Court. In response, the Supreme Court made Delhi High Court the designated court for all cases related to DAS Phase III.

    The cable digitisation deadline for Phase IV remains 31 December 2016.
