    Croatia prepares for DVB-T2

The Croatian regulator HAKOM is working on a new strategy for the transition to DVB-T2.

Reports indicate that the system will not be implemented before 2019 in order to give viewers sufficient time to buy new reception equipment.

Significantly, all TV sets sold in the country from next year will have to clearly show if they support DVB-T2.

Under the strategy, all national channels in Croatia will be broadcast in HD following the transition to the standard.

HAKOM has published the Recommendation on minimum receiver technical requirements for the reception of DVB-T and DVB-T2 signal in the Republic of Croatia.

According to Parabola, its ‘pre-top’ package consists of 16 Slovak and Czech basic channels and costs €0.89 a month to receive, while its more comprehensive “Everything you need” package costs €10.90 a month.

There is also a film package called “Movie experience” that costs €9.50 a month and includes HBO and Cinemax channels, with HBO Go added for free.

The one-time installation fee, which includes reception equipment, costs Antik Telecom’s internet subscribers €119, and those who opt to receive Antik Sat are also offered the AntikTVGo app, giving access to over 50 TV channels, along with free access to a TV archive and Filmbox Live.

ICASA rejects all five FTA licence applicants

The Independent Communications Authority of South Africa (ICASA) has rejected all five applicants for FTA television broadcasting licences on DTT.

“After careful consideration of each application, and being cognisant of the prevailing provisions of the ECA and the requirements of the ITA, it is with great regret that the Authority has taken a decision to refuse all applicants due to the all applicants non-compliance with the ITA and provisions of the ECA,” the Authority said in a statement.

Grounds of rejection included foreign shareholdings, ownership by historically disadvantaged individuals, corporate status and finances. ICASA will publish the reason for each of its rejections “in due course.”

The licences would have led to the first new competition in free-to-air digital terrestrial since the launch of e.tv in 1998, the sole competitor to state broadcaster SABC.

Applicants for the new licences included the Gupta family’s company Infinity Media, which sought to launch the ANN7 24-hour news channel nationally on a terrestrial signal. ANN7 is currently only available on MultiChoice’s DStv platform.

Another applicant was Hola Media, one of whose principal backers is Liquid Telecom, the pan-African fibre telecommunications firm controlled by Strive Masiyiwa’s Econet Group. The other applicants were Medo Investments, Rubicon Investments and Change TV Network.

    Russian TV station sale

Russia’s National Media Group (NMG) has increased its stake in Ren TV to 82%.

Vedomosti reports that this follows its acquisition of a 14% share held by the Cypriot offshore company Emira Consultants, with the sale undertaken in order to comply with the new media ownership limits that came into effect at the beginning of this year.

Although no fee has been disclosed, one industry source believes it could have exceeded $9.3 million.

Ren TV was established in 1991 and has undergone a number of ownership changes since 2000.

Meanwhile, NMG has recently acquired several media assets and in less than a year secured 20% of the pay-TV audience in Russia.

Arrests in UK modified set-top probe

Six people have been arrested after a day of action designed to disrupt the sale of illegally modified set-top boxes.

The City of London Police’s Intellectual Property Unit (PIPCU) co-ordinated the UK-wide operation that resulted in raids on properties in Consett, Lanchester, Washington, Gateshead, Middlesbrough, Sunderland and Seamer.

The activity which involved PIPCU, the Federation Against Copyright Theft (FACT), the Northeast Regional Specialist Operations Unit (NERSOU) and regional Trading Standards also led to the seizure of 42 Internet Protocol Television (IPTV) set top boxes which are suspected to be illegally modified to allow access to subscription channels.

Typically such boxes are modified to receive entire packages of channels, originally broadcast over the air, and then illegally streamed through the modified receivers.

In Sunderland, north east England, a 37 year-old man was arrested on suspicion of distributing an unauthorised decoder, money laundering and making/supplying items for use in fraud.

The head of PIPCU, Detective Chief Inspector Peter Ratcliffe, said: “This operation is an excellent example of multi-agency working across force boundaries to tackle piracy and those intent on making money at expense of honest subscription payers who deserve a fair deal. Set top box piracy is costing the entertainment industry millions every year and it invites possible risks from malware and viruses into homes where these devices are in use. We routinely seek to identify and
disrupt those intent on making quick cash from piracy and will use every enforcement opportunity to bring them to justice.”

Director General of the Federation Against Copyright Theft (FACT), Kieron Sharp, added: “This joint operation in the North East sends a clear message to anyone involved in the sale of illegal TV streaming boxes that FACT, along with the police and Trading Standards, are taking this crime very seriously. Consumers need to be aware that these cheap pre-configured TV boxes are illegal. They are stealing copyrighted content and starving UK businesses from revenue, as well
as putting consumers’ devices at risk of malware and ransomware.”

The Police Intellectual Property Crime Unit is a specialist national police unit dedicated to protecting the UK industries that produce. legitimate, high quality, physical goods and online and digital content from intellectual property crime.

History Channel stays with SES Platform Services

The History Channel Germany and SES Platform Services, the technical services subsidiary of Astra satellite operator SES, have expanded their partnership covering the distribution of pay-TV channel A&E on the Sky Deutschland platform, extending the contract for encoding, multiplexing, uplink and satellite capacity by several years.

A&E and sister channel History also rely on SES Platform Services’ content management and playout services FluidMAM and FluidPLAY.

FluidMAM will store all of The History Channel Germany’s content from crime, family and lifestyle shows on A&E to historical documentaries for History. The web-based content management application allows the broadcaster to digitally manage its videos and metadata and send them to video-on-demand (VOD) platforms worldwide.

Additionally, the FluidPLAY playout solution is used for the playout and enables the use of animated logos and a range of graphics as well as improved audio processing so that both channels can be offered to viewers in Dolby 5.1.

Sluggish pay-TV growth expected in Latin America

Satellite TV will continue to be the largest pay-TV platform, with revenues reaching $13.1 billion in 2021, up from $12.6 billion in 2015. Cable TV revenues will be $5.6 billion in 2021, up from $5.1 billion in 2015.

Simon Murray, principal analyst at Digital TV Research, said: “Digital cable TV revenues overtook analog cable in 2014 and IPTV will pass analog cable by 2020. IPTV revenues will grow by the same amount as satellite TV and cable TV over this period.”

Brazil ($7.3 billion in 2021) will remain the top country by pay-TV revenues by some distance, followed by Mexico ($3.4 billion) and Argentina ($2.2 billion). These three will collectively take two-thirds of the total for the 19 countries covered in the report. However, revenues will fall in Brazil, Puerto Rico and Venezuela.

Pay-TV penetration will reach 50.6% by 2021, up from 45.0% at end-2015 and 28.7% at end-2010. This means 14 million more pay-TV homes between 2015 and 2021; taking the total to 82 million. This compares to more than 27 million pay-TV subscriber additions between 2010 and 2015.

Brazil will provide 4.7 million of the additions between 2015 and 2021 and Mexico 3.7 million. However, Brazil added 9.6 million new pay-TV subscribers between 2010 and 2015, with Mexico bringing in a further 7.1 million.

Puerto Rico will record 83% pay-TV penetration by 2021, with four more countries [Argentina, Honduras, Panama and Venezuela] above 70%. However, five countries [Brazil, Dominican Republic, El Salvador, Guatemala and Peru] will be below 40%.

Extracting analogue cable, the number of digital pay-TV subscribers will rocket from 19.5 million in 2010 (13.7% penetration) to 52.3 million in 2015 (34.6%) to 80.9 million in 2021 (49.8%).
