Arsat throttles back on DTT development in Argentina

    Juan Fernandez Gonzalez| 19 March 2016

With 80% of DTT coverage across the country, Argentinian public telco Arsat is relegating digital TV deployment to the background.

tda argentinaArsat has been reorganising priorities during the past few weeks and most of the budget will now be directed to the growing fibre-to-the-home (FTTH) network.

“New DTT broadcasting towers won't be built; only the ones under construction will be finished,” said consultancy firm Carrier & Asociados, in a paper analysing Arsat's latest moves. “Televisión Digital Argentina may even change hands and be managed by Radio Televisión Argentina (RTA), the state-owned company responsible for public audiovisual means.”

Satellite strategy will also change. With Arsat-1 and Arsat-2 satellites already in orbit, the third one in the series won't be a priority, even though the company had reached an agreement with Arianespace to launch it. According to the analyst's note, Arsat-3's development is suspended and it does not even have a orbital position assigned.

Following earlier statements by Rodrigo de Laredo, the company's president, Arsat will focus on selling Arsat-2's capacity, trying to become a solid alternative in Latin America for video transportation and satellite Internet.

“The company is clearly focused on fibre and broadband,” explained Carrier & Asociados. “Arsat's idea is to become a wholesaler of fibre services and to be an operator just in those places where there isn't a private one.”

    Mediaset unveils new free-to-air network

    Juan Fernandez Gonzalez| 19 March 2016

One of the best-kept secrets in Spanish free-to-air (FTA) TV has been unveiled: Mediaset has revealed the outline of its new DTT channel.

be mad mediasetIn an intriguing advertising move, Mediaset scheduled the first ad of the new network during the broadcast of Big Brother VIP, one of the most watched shows on its main FTA channel, Telecinco. The new channel will be called Be Mad TV and will become the media group's seventh network in Spain.

In a short video Mediaset announced that the channel will start airing soon. Through the move, the media group also quelled rumours of possible signal-renting, which had even pointed to the launch of CNN's Spanish network.

Although no more details have been revealed, the channel's schedule is expected to be already defined, as the six DTT signals awarded in October 2015 have to start airing by 28 April.

For now, each of the awarded groups seem to have chosen a different business model. Atresmedia launched Atreseries, a channel that had been airing across the Americas for over a year; Grupo Secuoya will air Ten, a traditional, in-house produced network; and Kiss Media reached an agreement to fulfil its schedule with Discovery Networks' programming. Real Madrid TV is not expected to change much, as it already broadcasts in Madrid's region and online, and 13TV is already using the new frequency slot for itself, as before it was using a rented space owned by Unidad Editorial.

    Telefe launches YouTube multichannel network

    Juan Fernandez Gonzalez| 19 March 2016

What started out as a showcase for Argentina's online video talent has now become a platform itself as Telefe launches UPlay, a multichannel network (MCN) for YouTube.

telefeThe platform aims to increase the presence of one of the country's largest free-to-air (FTA) networks on the multi-screen scene, as it opens new slots for advertising and addresses the growing online and mobile millennial audience.

UPlay will initially integrate 50 different YouTube channels, each one managed by a well-known online video creator. The YouTubers were selected through Desafío UPlay, a talent show aired on UPlay Ya Nada Será Igual, a programming slot that has been airing on Telefe since September last year.

“It's an important step forward for a linear TV channel,” said Tomás Yankelevich, global content director at Telefe, during the platform's presentation. “We intend all this content to air through every platform and we are planning even to produce specific online video shows.”

For the project, Telefe is not only providing the online platform. The company has committed to support new creators with studios, production facilities, marketing and legal assistance.

“Brands have the need of finding new advertising places,” added Guillermo Campanini, commercial director, Telefe. “It was their demand, and we are building this network of creators, a product that is very appreciated by agencies and advertisers.”

La Liga to reschedule games to satisfy Asian broadcast demands

    Juan Fernandez Gonzalez| 19 March 2016

La Liga's schedule is to change from next season, to accommodate live football programming for Asia's prime-time slots.

futbol la ligaThe Spanish football league's international strategy has been focused recently on adapting match times for viewers all over the globe, even at the expense of its domestic audience.

“There is a great thinking behind the schedules of each match; we have to decide times with regard to two or three continents,” explained La Liga president Javier Tebas during Sportel Asia.

“Current premium slots are 4pm (GMT+1) thinking of Asian audiences and 8.30pm (GMT+1) for the Americas. The other slots work well in Europe and Africa.”

Starting next season, La Liga will open an unprecedented time slot at 1pm (GMT+1) to reinforce its presence in the Asian market. “A new time slot to work on Asia's fans,” pointed out Tebas.

San Fran CBS affiliate joins SAG-AFTRA

    Michelle Clancy | 20 March 2016

Employees at KCBS-AM in San Francisco have voted in favour of joining the 160,000 media and entertainment professionals who are part of the SAG-AFTRA union.

Production assistants, writers and newsroom assistants will join SAG-AFTRA with an existing bargaining unit of editors at the top-rated, all-news station.
By choosing SAG-AFTRA as its union, the new bargaining unit will be joining other CBS SAG-AFTRA represented bargaining units at KPIX-TV and KLLC-FM, as well as their on-air counterparts at KCBS-AM.

“Our writers, production assistants and newsroom assistants have shown a lot of courage and determination,” said editor and shop steward Joe Rogers.

“Because of their vote for SAG-AFTRA, the entire KCBS news team now stands united at a time when the company is contemplating drastic changes in how this station gathers and reports the news.”

Production assistant and producer Nick St Charles added: “Volatility in the news business and skyrocketing living costs in the Bay Area make union representation essential. I'm glad to have SAG-AFTRA in my corner.”

The news comes as the broadcast community preps for the upcoming 600MHz incentive auction, for airwaves left vacant by the digital TV transition.

Pebble Beach readies virtual IP channel platform

    Michelle Clancy | 20 March 2016

Pebble Beach Systems is prepping the launch of Orca, a software-defined virtualised IP channel solution.

Aimed at central-cast hubs, service providers, pay-TV operators, sports broadcasters and corporates such as publishing companies, Orca offers a software-only virtual implementation of the company’s Dolphin platform.

As with Dolphin, Orca software-defined channels can be configured to meet the exact requirements of each service. Because both Dolphin and Orca share the same underlying architecture and control, it is easy to mirror channel templates for simultaneous playout to traditional SDI as well as IP video distribution.

Orca channels run in a virtual machine (VM) in a private cloud with IP inputs and outputs. Orca delivers functionalities previously handled by discrete hardware video servers, graphics and captioning systems, within a pure software environment. Also, unmanned operation is now possible for channels with remote administration available through secure, but standard browser interfaces.

"While systems offering integrated software components running on off-the-shelf IT hardware have been gaining in popularity, pushing the infrastructure to the cloud is truly the next step, as broadcast businesses seek to evolve IP-based services alongside more traditional channel delivery methods,” said Ian Cockett, technical director of Pebble Beach.

“The flexibility to provision and tear down channels dynamically in an instant is a revolutionary concept for companies used to the old way of doing things. However, with today’s budgets and schedules, Orca has arrived at exactly the right time for organisations seeking a pure IP video solution.”

Orca can create new IP channels from a series of templates at the touch of a button, and to deploy them quickly into a running system without having to restart or make configuration changes. Channels can be launched and integrated into a running Marina automation system as well, and the solution can deploy grid-based GPU power for encoding and graphics, freeing up CPU power to enable Orca to increase channel counts more cost effectively for the end user.

Hulu gets the exclusive for Curious George

    Michelle Clancy | 20 March 2016

In a multi-year agreement forged by the NBCU Television and New Media Distribution group, Hulu has secured the exclusive subscription streaming rights to Curious George.

The deal will bring past and future seasons of the two-time Emmy award-winning series, as well as television specials and feature-length original movies from everyone’s favourite monkey, exclusively to the over-the-top streaming platform. All of the offerings will be available to stream in Hulu’s commercial-free Hulu Kids environment.

Hulu will become the streaming home to all nine seasons – over 100 episodes – of the programme, which is produced by Universal Pictures Home Entertainment’s production arm, Universal 1440 Entertainment. Hulu will also be the US premiere home to new seasons of the series over the coming years.

In addition, television specials including Curious George: Swings into Spring, Curious George: A Halloween Boo Fest and Curious George: A Very Monkey Christmas, along with the feature-length originals Curious George: Follow That Monkey, Curious George: Back to The Jungle and future direct-to-TV specials will become available to stream exclusively on Hulu.

“Curious George is one of the most beloved characters in kids programming and we are delighted to bring the TV series to Hulu,” said Craig Erwich, SVP, head of content, Hulu. “As we continue to add the best of premium television to our service, this partnership represents both an expansion and a commitment to our kids and family offering.”

Since its television debut, the show has consistently ranked as the highest-rated children’s animated preschool series on PBS Kids.

Hulu continues to work on its content proposition. In January, it inked a new library deal that will see full seasons of series and top films from Sony Pictures added to its bouquet.

The multi-year agreement will expand Hulu’s premium content with the likes of programming such as all episodes of The Shield, Party of Five, Dawson’s Creek and Damages as well as a full list of films from the Sony archives including Jerry Maguire, Midnight in Paris and My Best Friend’s Wedding.

DISH notifies NBCUniversal of intent to arbitrate in retrans row

    Editor | 20 March 2016

DISH Network has notified NBCUniversal and the US regulator the Federal Communications Commission of its intent to request arbitration to determine the terms and conditions of a renewed distribution agreement.

dishThe move is the latest in a retrans row between the satellite operator and the content giant, which started when DISH filed a breach-of-contract lawsuit against NBCUniversal in the US District Court in Illinois. Under the terms of the initial suit, if a deal had not been done by 20 March, Dish customers were at risk of losing access to NBCUniversal-owned cable networks such as USA, Bravo, Syfy, CNBC and MSNBC, as well as NBCUniversal-owned NBC and Telemundo stations in local markets, including Los Angeles, New York, Dallas, Chicago and Miami.

The arbitration notice triggers a mandatory 10-day cooling off period, during which DISH and NBCUniversal can continue negotiating and affected programming is required to remain available to DISH customers.

“DISH is committed to reaching a new distribution agreement with NBCUniversal and to not disrupt customers in the process,” the company said in a statement. “This 10-day cooling off period is an opportunity for continued negotiations while guaranteeing that NBCU cannot black out its networks to DISH customers. “We remain hopeful that we can reach a mutually beneficial agreement that benefits all parties, including our viewers.”

DISH added that if at the end of the cooling off period it had not reached an agreement with NBCU, it would have up to five days to formally request arbitration. It assured that in the event of arbitration, affected programming would remain available during that process, and for the foreseeable future.

Club Media organises second pan-American YouTube festival

    Juan Fernandez Gonzalez | 21 March 2016

Club Media Network is taking its festival for Latin American online video creators to Colombia and Mexico, following last year’s successful event.

club media festAfter asking people to vote via social media, the organisation selected Colombia's capital to kick off the second edition on 2 April. The festival, which gathers digital audiences with YouTubers, influencers and vloggers from around the region, will finish in Mexico, repeating the two-country formula tried out last year.

The first festival took place in Argentina and Chile, and gathered over 120,000 people.

Club Media Network, which selects and manages new talent from within the online community, intends to transform the festival into a tour across Latin America.

The media company produces YouTube-like content to commercially exploit across several platforms, as well as providing tools and infrastructure for video creators.

Through this and other initiatives, such as Telefe's latest multichannel network launch, Latin America's audiovisual industry is trying to monetise a growing community of creators which knows how to appeal to younger audience segments.
