    Spain eyes tighter spectrum controls

    The Spanish regulator has proposed tighter radio spectrum controls in order to prevent anticompetitive behaviour.

    In a statement, it says that it is “essential” to ensure that companies use the radio spectrum effectively and efficiently “in a manner to avoid speculative hoarding or anticompetitive rights use”.

    It has therefore proposed to the Ministry of Industry, Energy and Tourism that it should amend the draft royal decree on the use of the public radio spectrum.

    The CNMC adds that the radio spectrum is essential to telecoms and audiovisual services, including DTT and mobile services, and therefore clearly relevant to the competitive development of resource markets.

    In its view, the Ministry of Industry, Energy and Tourism has a wealth of information to carry out more intensive monitoring of spectrum use. Furthermore, these should be supplemented with the “necessary proactive measures for monitoring and surveillance.

    The CNMC also says this control should be extended to bands commonly used by WiFi technology for broadband services.

    Report: Vodafone and LIberty talking again

    Vodafone and Liberty Global Plchave resumed talks about possible asset swaps in Europe, according to Bloomberg, citing people with knowledge of the situation.

    The talks restarted since the beginning of 2016 and could include asset swaps and co-investments in “several” European countries.

    Talks are likely to concentrate on the Netherlands, and the UK and Germany, the largest markets for the two.

    In the Netherland, Liberty owns Ziggo, the country’s largest cable operator, while Vodafone owns one of the mobile licences.

    In Germany, Vodafone owns the largest cable operator of the country, Kabel Deutschland, and Liberty the second largest, Unitymedia.

    In all territories, there will be regulatory issues before any merger can take place.

    Bruce Tuchman to leave AMC Networks

    Bruce Tuchman will be leaving AMC Networks this April, following MIPTV.

    “Having been with the company since 2011, Bruce Tuchman, president of AMC Global and Sundance Channel Global, will be leaving AMC Networks this April,” the company said in a statement, confirming his departure.

    “He has been instrumental in developing Sundance Channel into a global brand and successfully transitioning the MGM Channel into AMC Global, positioning the business for future growth. We wish him well in his new endeavors.”

    As president of AMC Global and Sundance Channel Global, Tuchman has been leading the strategic distribution, programming, business development and marketing of the AMC and Sundance Channel brands internationally. Tuchman also manages Kinowelt TV, one of German-speaking Europe’s leading film networks and a company that AMC Networks acquired in 2014 under his leadership. Under Tuchman, AMC also acquired all assets of Chellomedia from Liberty Global.

    Prior to joining AMC Networks, Tuchman worked as president of MGM Worldwide Networks and as general manager of Nickelodeon Global Network Ventures and SVP, Nickelodeon New Media Ventures, as well as at MTV Networks.

    TalkTalk subs down after cyber attack

    TalkTalk has suffered subscriber losses in the months after last October’s cyber attack. The company says the attack impacted to the tune of £15 million with exceptional costs of between £40 and £45 million.

    Subscriber numbers declined by 101,000, while RGUs fell back by 70,000, which the company says is as the result of the shutdown of its online sales channels in the wake of the attack.

    CEO Dido Harding said January had seen a positive growth in RGUs once more. “It is encouraging to see the business returning to normal after a challenging quarter that was dominated by the cyber attack. Our customers have responded well, with almost half a million customers choosing to take up our unconditional offer of a free upgrade. Both churn and new connections recovered during December and January and independent external research has revealed that customers believe that we acted in their best interest.”

    No new TV numbers were released with analyst Paolo Pescatore of CCS Insight expressing disappointment: “Traditionally it is a key quarter for all providers as underlined by BT and Sky’s results. It would seem that their success has had a huge impact on TalkTalk subscriber losses.”

    Previously TalkTalk has reported over a million TV subs with higher YouView numbers than fellow partner BT.

    Venezuelan regulator continues narco-novela crusade

    After forcing La Reina del Sur to cancel its premiere three months ago, Venezuela's telecom commission has now told pay-TV operators to stop airing another narcotics-themed soap opera, El Capo.

    Back in 2010, Conatel removed El Capo and Rosario Tijeras from the schedules of Venevision and Televen, as both promoted negative values, according to the commission. Now, El Capo is back on Mundo Fox, a pay-TV network airing through DirecTV, Inter, Movistar, Supercable and Net Uno, across the entire country.

    “Thanks to viewers' complaints, Conatel has verified El Capo is being broadcast in different time slots via several pay-TV operators,” stated the commission. “Thus, Conatel reiterates the same petition issued back in November, when operators were told to stop airing La Reina del Sur.”

    Conatel is firmly against broadcasting content that shows violence, murder, drugs and black money as life model. “Kids and youngsters are protected by law, and social responsibility principle has to be respected,” added the commission.

    Pay-TV operators have 24 hours to cease airing El Capo, which they are likely comply with, as they've done on previous occasions. Conatel has also reminded DirecTV, Inter, Movistar, Supercable and Net Uno to choose their content according to the country's regulation.

    Telefónica loses La Liga exclusivity

    After weeks of rumours, Spain's Mediapro has finally stated that the beIN Sports La Liga channel initially sold to Telefónica can be now resold to third-party pay-TV operators.

    Probably the largest broadcasting rights conflict of the season has been resolved after Spain's Telefónica paid €2.4 billion for the Champions League and La Liga networks, with the result that the telco won't be able to air the content exclusively.

    According to Jaume Roures, Mediapro's president, exclusivity was not stated in the initial agreement. Nevertheless, the interference of the Spanish market and competition authority (CNMC) may well have been behind Mediapro's current position.

    The beIN Sports La Liga channel, which is to broadcast games from Spain's first and second football divisions and the Copa del Rey, will run for three consecutive seasons. The question is now, whether other telcos and operators have the money to pay for such a big package of broadcasting rights.

    “Telefónica was the best offer. But when the CNMC said Telefónica should licence the content, everybody agreed. And now we're creating these licences,” stated Roures in an interview with El Mundo. “With Vodafone and Orange we're not talking about small companies. They would get football if they offer the right price. Nobody can force me to buy something for ten and sell it for five.”

    Despite the speculation around the Mediapro/Telefónica deal, the CNMC hasn't yet revealed its official position, although it has repeatedly stated its intention of keeping competition within the audiovisual market and defending customers' best interests.

    Scorsese's Vinyl goes free across LATAM on mobile, VOD

    Coinciding with its global linear premiere, HBO's Vinyl, created by Martin Scorsese, has been released on HBO's video-on-demand (VOD) platforms and YouTube channel throughout LATAM.

    Repeating a strategy used before with other Latin American series including Dios Inc, HBO Latin America has made Vinyl's first episode available on HBO GO, HBO On Demand, HBOMAX.TV and its YouTube channel for free.

    The series, about the music industry during the 70s in New York, will be available until 27 March on HBOMAX's website, until 14 March on HBO GO and HBO On Demand, and until 6 March on HBO Latin America's YouTube channel.

    While HBO GO, the network's stand-alone over-the-top (OTT) platform, is available in Colombia and Mexico, the episode will be released in HBO On Demand for subscribers of Panama's Cable Onda, Argentina's Cablevision, Mexico's Cablevision and Cablevision Monterrey, Chile's VTR and DirecTV's pan-regional feed.

    Vinyl's ten-episode first season has been created by Martin Scorsese and Terence Winter (Boardwalk Empire) as well as the Rolling Stones' Mick Jagger.

    Cape Verde to commence digital TV installations in March

    The delayed installation of digital terrestrial television (DTT) transmitters in Cape Verde will begin in March, with an analogue switch-off following in 2017.

    Announcing the news, David Gomes, president of the National Communications Agency (ANAC), said the DTT network, which was scheduled for roll out across the island nation from June last year, was held up after a delay in equipment arriving in the country.

    In an interview with Inforpress, Gomes said the first phase of the digital TV programme would cover Santiago, Maio, Sao Vicente and Sal. The islands of Santo Antao, Sao Nicolau, Boavista, Fogo and Brava will follow by the end of 2016.

    Cape Verde’s budget for the DTT network is around €15 million, he added.

    Star India closes US$346MN acquisition of Maa TV

    21st Century Fox-owned TV network Star India has closed its purchase of Telugu language broadcaster Maa TV for US$346 million in cash.

    The deal’s closure follows the approval by the Foreign Investment Promotion Board (FIPB) in June 2015 of Star’s acquisition of Maa TV, Maa Music, Maa Gold and Maa Movies from industrialist Nimmagadda Prasad, Rajya Sabha member Chiranjeevi and actor Nagarjuna.

    The acquisition will enable Star’s presence in four key South Indian language markets: namely Tamil Nadu, Karnataka and Kerala with Star Vijay, Suvarna and Asianet respectively.

    When announcing the acquisition a year ago, Uday Shankar, CEO, Star India said: “The acquisition fills a vital gap in our portfolio, allowing our advertisers targeted access to a critical market. Telugu is the second biggest cable and satellite market and we didn’t have any offering in this language, so this acquisition will fit in that gap”.

    YuppTV wins digital media rights for Asia Cup

    Over-The-Top (OTT) service provider YuppTV has acquired digital media rights for this year’s Asia Cup, to provide live streaming in the US, Canada, UK, Europe, Australia, New Zealand and Malaysia.

    In addition, the YuppTV app will provide OTT viewers in Singapore with coverage of the T20 cricket tournament, scheduled to run from 24 February to 6 March 2016 in Dhaka, Bangladesh.

    “Cricket has always been a sport that has incited much passion and following amongst South Asians. By bagging the exclusive digital media rights for the Asia Cup 2016, we are enabling live, on-the-go access to the tournament for the expat community. This partnership will provide them with seamless, real-time access to all the matches and allow viewers to watch their favourite teams in action on their preferred device!” said Uday Reddy, founder and CEO, YuppTV.

    The test sides Sri Lanka, Bangladesh, India and Pakistan will compete in the tournament, alongside the winner of the qualifying round between Afghanistan, Hong Kong, Oman and UAE. The qualifying round will take place at the Khan Shaheb Osman Ali Stadium (KSOAS) in Narayanganj, Afghanistan, between 19 February and 22 February.

    Arch rivals India and Pakistan will face each other on 27 February, while India will play defending champions Sri Lanka on 1 March 2106.
