    Bulgaria’s Kanal 3 for sale

The Bulgarian TV station Kanal 3 may shortly have a new owner.

According to Capital and Dnevnik, the New Bulgarian Media Group Holding (NBMGH) has asked the competition authority for approval to buy a controlling stake in the station from Elit Media Bulgaria.

NBMGH is controlled by the politician and media entrepreneur Delyan Peevsky, and the acquisition of Kanal 3 is being driven by his mother Irena Krasteva.

In a parallel development, she has transferred half of the shares in the Balkan Media Company, the owner of NBMGH, to Peevsky.

NBMGH’s interests currently lie in the print sector.

It is understood to have been targeting Kanal 3 for up to a year and this will be its first foray into Bulgaria’s TV industry.

    Refreshed YouSee gives customers Canal+

YouSee says its responding to changing customer behaviour with the launch of a 1,400 film package from Canal+. The selection is available to all new TV customers, who are also being given the option to buy HBO Nordic, after a three-month trial period.

“Today, YouSee is primarily perceived as a provider of TV, broadband and telephony. In the future, we will be seen as the leading entertainment universe. This means that we gather all the content from both TV stations and film services in one place. And most importantly; making it free for customers themselves to decide what they want to see where and when. It also means that we will eventually have to deal with the structure around our TV packages and look at how we get even more freedom on the pitch, “said YouSee CEO Renť BrÝchner.

The Danish cable network is also refreshing its logo. The house colour remains green, but the logo now contains a single stripe. “The stripes have done a good job for us to ensure recognition and distinctive. But today we are ready with a new YouSee, and it must of course be marked with a new look. To change the customers’ perception of us, we also need to change the way we look,” says BrÝchner.

All Basic Package Customers get access to more Web TV, adding the service to an additional 1.1 million TV customers, who can watch on mobile, tablet or PC.

Since the early summer YouSee has upgraded about 400,000 broadband customers to a minimum of 50 Mbps, according to the operator the country’s highest average speed.

RSCC fights to retain Eutelsat shares

The Russian Satellite Communications Company (RSCC) is trying to hold on to the 36 million shares it holds in Eutelsat.

Kommersant reports that the package of shares is disputed with Orion Satellite Communication, which negotiated the purchase of the shares from RSCC in 2001 for €23 million but did not provide securities.

It adds that during a review of the commercial dispute, a court in Paris suspected fraud and launched an investigation.

Kommersant was unable to obtain comments on the dispute from either the RSCC or Federal Property Management Agency.

EU review of Satellite & Cable Directive

The European Commission is looking to extend copyright rules covering satellite broadcasters and cable companies to services carried over the internet.

It’s part of a broader review of the two decade old EU Satellite and Cable Directive, last reviewed in 2002. The Commission says it wants to enhance cross border access to broadcasting and related online services across the EU. It wants to assess the impact of extending the Directive to TV and radio programmes provided over the internet, notably broadcasters’ online services, such as the BBC iPlayer or commercial services like Sweden’s TV4 Play.

Under the 1993 directive satellite rights are acquired for the EU country where, under the control and responsibility of the broadcasting organisation, the uplink (which sends the programme signal to the satellite for its communication to the public) takes place. Under this “country of origin” principle, rights cleared in one country allow the broadcasting organisations to broadcast to the whole of the EU. Readers will recall how TV3 set up shop in the UK to broadcast into the Nordic market. In more recent years international broadcasters have settled on a single country, often the UK, to broadcast regionalised versions of their channel for a single hub.

For cable retransmission, operators who want to include broadcasts from other countries in the packages which they offer to customers, have to obtain the rights through collective management organisations or broadcasters.

Views are being sought from consumers, public authorities, broadcasters, authors, audio-visual and record producers, performers, collective management organisations, satellite and cable operators, internet and online service providers. The consultation will run through until November 16.

A separate consultation on the Audio-visual Media Services Directive runs until 30 September.

The AVMSD underpins the principle of the freedom to transmit and receive television broadcasts or on-demand services across the EU.

1,400 satellites to launch by 2024

Around 140 satellites with a launch mass over 50kg will be launched each year for the next decade.

The forecast from Eurosconsult’s Satellites to be Built & Launched by 2024 forecasts 1,400 satellites over the next 10 years at a value of $255 billion. Unlike the company’s previous report the number of satellites is due to grow more than the market value over the decade.

“The increase in satellite number would be significantly higher if two mega-constellation projects for small communications satellites were included in the forecast,” said Rachel Villain, Principal Advisor at Euroconsult and editor of the report. “The 1,400 satellite count over the decade already includes 350 satellites to be deployed by ten commercial constellations into low or medium Earth orbits for communication or Earth observation.”

In the commercial space sector, Euroconsult anticipates a total of 550 satellites to be launched over the decade by 40 companies. Most of these satellites will be for the replacement of the communications capacity currently in orbit. 80% of the commercial space market remains concentrated in geostationary orbit, the destination of 300+ satellites operated by 30 companies for communications and broadcasting services.

But it is governmental satellites that will be responsible for 75% of the $255 billion. 90% of that market is down to ten countries with an established space industry; the United States, Russia, Europe (France, Germany, the UK, Italy and Spain), China, Japan and India.

    Surprise in Russian DTT contest

Two bidders have emerged for a slot on Russia’s second DTT multiplex vacated by the channel Sport Plus.

Quoting Roskomnadzor, Kommersant reports that – as expected – one is the Gazprom Media owned Pyatnitsa. However, the second is, surprisingly, Channel 8, which is owned by Prime Cinema, which also produces the TV channel Open World and documentaries for the channels NTV and Home.

Sport Plus, also owned Gazprom Media, is being moved to the first multiplex following Gazprom Media’s acquisition of VGTRK’s Rossiya 2.

The second multiplex is still under construction and should be fully up and running by 2019, when it will reach 98% of the population.

    Spotlight on Viacom’s Russian future

Columbus Nova, which is part of Viktor Vekselberg’s holding Renova, is looking into the possibility of buying a stake in Viacom’s channels in Russia.

Quoted by Vedomosti, Viacom refused to comment in negotiations between the parties but made clear that it is considering various options to bring its company in line with Russian legislation, changes to which that limit levels of foreign ownership come into effect in January 2016.

Viacom International Media Networks broadcasts in Russia, Kazakhstan and Belarus. Currently the company distributes 12 channels, namely Nickelodeon, Nickelodeon HD, Nick Jr, MTV, MTV Dance, MTV Hits, MTV Rocks, MTV Live HD TV, and VH1 European, VH1 Classic, Paramount Comedy and Paramount Channel.

Columbus Nova was founded in 2000. It manages assets worth more than $15 billion and has its headquarters in New York.
