BBC Trust Chair selection process begins

    May 30, 2014 11.10 Europe/London By Chris Dziadul

The UK’s culture secretary Sajid Javid has announced the start of the process for appointing a new BBC Trust Chair.

Javid said: The BBC is a great British institution that entertains and educates while helping to showcase the best of British around the world.
“We need an exceptional individual to lead the Trust to get the best out of the BBC for licence fee payers.”

Lord Patten resigned as Chair on health grounds, and applications to be his successor must be submitted by June 20.

A shortlist of candidates will be interviewed over the summer and the culture secretary will meet all appointable candidates. The Government will then select a preferred candidate.

The preferred candidate will appear before the Culture, Media and Sport Select Committee for pre-appointment scrutiny and the Government will then make its final decision.

The Chair will be paid £110,000 a year for three to four days per week, the same as Lord Patten received. The Chair will be appointed for a term of four years.

The key priority facing the new Chair will be reviewing the BBC Charter, which expires at the end of 2016.

The Government will not begin Charter review in this parliament.

The appointment process will be overseen by an independent Public Appointments Assessor, who will ensure the appointment complies with the Code of Practice of the Commissioner for Public Appointments.

Deutsche Welle condemns satellite jamming from Ethiopia

    May 30, 2014 14.45 Europe/London By Jörn Krieger

DW-SchüsselnGermany’s international broadcaster Deutsche Welle (DW) protests against the intentional jamming from Ethiopia currently affecting satellite reception of the TV programmes of DW and other international services in large parts of the Arab world.

Satellite operator Arabsat has identified Ethiopia as the source of the strong jamming signals on all its three satellites also affecting BBC, France 24 and Voice of America. Ethiopian authorities have not responded to the incident yet.

“This is a gross violation of the internationally recognised right of freedom of speech and freedom of the press,” said DW’s director general Peter Limbourg. “Deutsche Welle, BBC, France 24 and Voice of America strongly condemn this action against the free flow of impartial information. We urge the Ethiopian authorities to immediately cease the jamming.”

While DW’s shortwave transmissions have been repeatedly target of jamming from Ethiopia, the current incident appears not to be aimed at specific broadcasters or programmes. According to DW, the jamming of satellite signals constitutes a violation of international agreements, but the practice is nevertheless on the rise. The most recent incidents occurred in 2011 and 2012 via Iran.

In the Arab world, DW is available through its TV channel DW Arabia. Selected radio programmes in Arabic are distributed via partner stations throughout the region.

    BBC condems Ethiopian broadcast jamming

    May 30, 2014 21.52 Europe/London By Robert Briel

bbc world newsLiliane Landor, acting Director of the BBC World Service Group, has called on the Ethiopian authorities to stop jamming BBC broadcasts in the Middle East and North Africa.

She joined directors from Deutsche Welle, France 24, and the US Broadcasting Board of Directors which oversees the Voice of America, in condemning the flagrant violation of the clearly established international procedures on operating satellite equipment.

Liliane Landor said: “The BBC calls upon the Ethiopian authorities to end this interference. They are disrupting international news broadcasts for no apparent reason. This is a deliberate act of vandalism that tarnishes their reputation.”

During the past week BBC television and radio broadcasts on the Arabsat satellites have been affected by intentional uplink interference. Many international television broadcasts, including those from France 24 and Deutsche Welle, have been badly affected.

The satellite operator Arabsat has reported that the interference has come from within Ethiopia. The interference is intensive and affects services on all three Arabsat satellites. Unlike previous instances of intentional interference, these events do not appear to be linked to any particular content or channel on these satellites.

The interference is contrary to the international regulations that govern the use of radio frequency transmissions and the operation of satellite systems, and inhibits the ability of individuals to freely access media according to Article 19 of the UN Declaration of Human Rights.

The BBC said that the affected channels are BBC Arabic TV, BBC World News TV and BBC World Service radio in both Arabic and English. The interference has affected areas from Morocco to Iran.

Discovery completes acquisition of Eurosport International

    May 30, 2014 21.58 Europe/London By Robert Briel

eurosport playerDiscovery Communications has completed its acquisition of a controlling interest in Eurosport International.

Discovery increased its interest in Eurosport to 51% from 20% as part of a larger strategic partnership with TF1 Group that began in December 2012.

With the addition of Eurosport’s six pay-TV brands, Eurosport, Eurosport HD, Eurosport 2, Eurosport 2 HD, Eurosport Asia-Pacific and Eurosportnews, Discovery Communications now operates more than 210 worldwide TV networks reaching 2.7 billion cumulative subscribers.

“Today is an exciting day for Discovery Communications and our leadership as the number one pay-TV programmer in the world. Eurosport is a perfect strategic fit for growing market share, strengthening relationships with advertisers and affiliates, and bringing ‘must have’ content to passionate viewers across the globe,” said David Zaslav, president and CEO of Discovery Communications.

“By combining Eurosport’s popular sports programming with Discovery’s global brands and local expertise, we will continue to capitalize on the international growth of pay-TV and create long-term value for our shareholders.”

Discovery said it intends to make long-term strategic decisions and targeted investments to strengthen and expand Eurosport’s sports programming and services to nourish and maximise Eurosport’s audience and reach. As part of that effort, Discovery will be working with Eurosport management and employees on a long-term business plan that fully optimises Eurosport’s channels as part of Discovery’s suite of global networks.

“Together, Discovery and Eurosport are undoubtedly stronger. Discovery has built the most successful international pay-TV business in all of media and we are excited to utilize that expertise to further strengthen Eurosport’s programming and platforms,” said Jean-Briac Perrette, Ppesident of Discovery Networks International.

“We would like to thank TF1 for its leadership of Eurosport International and for giving us such a wonderful opportunity to expand our partnership.”

“Eurosport is perfectly poised for its next phase of growth and I can think of no better partner than Discovery to make this vision a reality,” said Nonce Paolini, chairman and CEO of TF1. “Discovery has a proven track record of a long-term investment strategy that creates value for advertisers, affiliates and audiences around the world.”

The closing price for Eurosport International was based on an average enterprise valuation for the Eurosport Group of €902 million (approximately $1.2 billion), partly corresponding to the initial valuation and partly to a higher valuation linked to the control of the company. From this group valuation, the value of Eurosport France (€85 million, approximately $115 million) has been deducted.

TF1 expects to retain its 80% interest in Eurosport France until at least January 1, 2015. Also, today’s closing does not impact the other two elements of the original deal – the 20% interest Discovery acquired in TV Breizh, Histoire, Ushuaïa TV and Stylía channels, and a production alliance with TF1 Group. TF1 will retain the ability to exercise a put option over the remaining 49% in Eurosport International, which would potentially increase Discovery’s ownership to 100%.

Playwire proclaims ‘exceptional’ growth for online video platform

    Editor
    | 31 May 2014

The Playwire online video publishing, hosting and monetisation platform has revealed a very strong start to 2014 with what it claims is outstanding growth in the first quarter of the year.

The platform is designed to provide publishers with one place where they can encode, host, syndicate, stream and monetise their video content, while giving advertisers a destination to buy video inventory and engage with audiences.

For the whole of 2013, Playwire says that it added over 3,300 new publishers and now hosts more than 730,000 videos encoded through its platform. This represents a 275% increase compared with the 1,200 accounts created in 2012. Since expanding its video offerings in December 2013 to include ad formats for nearly all mobile devices, Playwire has had more than 40 million mobile views through its platform, streaming videos to viewers in over 165 countries. Furthermore, the company says that in the near three years after launching in 2011, there have been 1.2 billion ads viewed on its platform, while 430 million have been viewed in Q1 2014, signifying what it describes as a “massive” increase in overall user engagement.

“The tremendous growth we have experienced shows that the online video market is only just beginning to transform the advertising world. We are particularly proud that our service will allow fair and transparent monetisation of content for publishers and creators,” said Playwire Video Made Simple - Playwire CEO and founder Jayson Dubin.

“Our current surge in participation and usage justifies recent data that shows digital ad revenue surpassing broadcast for the first time, and we see this trend continuing throughout the year. As content migrates to the digital space, it will be increasingly important for creators to not only monetise their content, but also control their intellectual property.”

esports burst out of niche to challenge traditional sports broadcasts

    Editor
    | 31 May 2014

The global market for video game competitions known as esports is booming, with viewership rivalling traditional sports in some regards, says a new study from IHS Technology.

IHS defines esports video as live and on-demand programming that presents organised gaming competitions. The market also includes content directly related to those events, such as highlights and pre-game shows.

The esports video: A cross platform growth story report calculates that viewers watched 2.4 billion hours of esports video in 2013, almost double the figure for 2012. The analyst predicts this figure will rise to 6.6 billion in 2018 with online video viewership key to growth.

Prior to the mass availability of live online streaming platforms, esports programming in the western world was largely consigned to highlights packages on major channels or live games on little-known cable networks. However, IHS now calculates that online esports viewership exceeded that of television for the first time in 2013, with nearly triple the number of hours of viewing. By 2018, it adds, online consumption will represent the overwhelming majority of time spent watching esports, accounting for nearly 90% of viewing hours. Moreover the survey notes that the rise of online video platforms such Twitch and also YouTube has helped the major esports events achieve large audiences by aggregating viewers from around the world. Individually these regional audiences may be too small to be viable on traditional television but by aggregating esports viewers, platforms like Twitch and YouTube can achieve real scale.

“esports videos have rapidly transformed from a niche activity into a widely watched, global, cross-platform entertainment category,” explained Dan Cryan, senior director, digital media research for IHS.

“Several factors are contributing to the surge in esports viewing. These include the fact that key game titles have reached maturity and game publishers are taking a major role in promoting esports competitions. Furthermore, esports viewing has been boosted by the emergence of online video platforms that are capable of handling large-scale live audiences.”
