TV Azteca, Tendai to build Peru's fibre infrastructure
    Juan Fernandez Gonzalez | 28-12-2013

The Mexican consortium TV Azteca-Tendai has been selected by Peru's Communications Ministry to design, build and deploy a fibre network of over 13,000km. The project, Red Dorsal, aims to connect Lima with 22 regional capitals and 180 districts, and will involve an investment of over $320 million.
Red Dorsal is planned to complement the 4G LTE deployment started last summer and intends to increase data connections between the country's main cities. According to Carlos Paredes, Communications' Minister, the price of the access to the Internet and terrestrial data transport will be reduced by 80%.
The price reduction will affect the whole country's TV and Internet operators, which will be able to set more competitive rates for the customers. IPTV is mostly unknown among a population of whom 60% pay for TV. According to ConcorTV's latest report, the most popular pay-TV platform is cable (98%) with the rest being split between DTH and IP platforms.
Red Dorsal will start operating by the end of 2015 or the beginning of 2016, although some bureaucratic processes could slow down the fibre deployment. The network will depend upon whether TV Azteca-Tendai will be able to use or rent existing infrastructures or not.

Homeland finds new home on Sky in NZ
    Louise Duffy | 28-12-2013

New Zealand's Sky Television has secured a content package deal with 20th Century Fox, which will see a range of content screened across the network’s channels, both pay-TV and free-to-air.
Sky’s director of programming, Travis Dunbar, said: “We are excited to give critically acclaimed series Homeland, The Americans and American Horror Story a home on SoHo, Sky’s premium drama channel. These dramas are made for US pay-TV networks to screen uncut and uninterrupted and in a prime time slot - making them perfect to include in our SoHo schedule.
“Our subscribers know that when we commit to a series they can rest assured it is in an environment that is not affected by ratings and therefore is not subject to being moved dependent on performance.
“We are also mindful that fans have had to wait longer than usual to see the latest episodes of these popular series so we are working hard with Fox to get them on-air as soon as possible. Going forward we will screen them on fast turnaround after their US premiere as we do with the majority of our SoHo series.”
The package deal also includes the breakout new season hit Sleepy Hollow and well-established favourites Bones and Modern Family, all of which will screen free-to-air on Prime.
“We are very excited to include these key shows in Prime’s schedule,” said head of Prime Karen Bieleski.
“Over the years Kathy Wright and her team have been steadily investing in Prime’s programming slate. It is terrific to bring our viewers these much-loved series which we are confident will find a great free-to-air home with us."
Schedule information for all titles will be released in due course.

Spain's private TV stations call for quick decision on channel closures
    Juan Fernandez Gonzalez | 28-12-2013

Spain's private TV organisation, UTECA, is tired of the doubts generated by the Supreme Court ruling to close nine DTT channels and the future spectrum restructuring, leading it the private channels to present an official communication asking the Government to make a quick decision and end the uncertainty.
According to UTECA, the court's sentence was the result of a mistake the previous Government made when distributing the licences and compensation should be given to those companies which now face closing up to three channels. For the private TV companies, the ruling puts many jobs at risk as well as the heavy investment made over the past three years.
The sector faced a similar decision a few months ago, but the Government decided to stop the process while it held discussions with the operators. But no decision was made and now the court has reiterated its sentence.
The Government is also waiting to set a date to reorganise the radioelectric spectrum to give the telcos more space to improve 4G and LTE communications. Despite the pressure and the sector's needs, the final decision probably won't be made before January.

Bolivia hails Túpac Katari satellite launch
    Juan Fernández | 28-12-2013

Bolivia has announced the successful launch of the Túpac Katari satellite from China, the first that the country has launched and which will seek to improve the country's telecom capacity and direct-to-home (DTH) services.
Costing over $300 million, 85% of which was financed by China's development bank, the satellite was built in China with French, German and American technology, and will begin commercial operation in March 2014.
Túpac Katari's launch has been long awaited by Bolivia's population, which celebrated it as a source of national pride. The Bolivian national TV company Entel has already announced it will use the satellite to launch a DTH platform next year, aiming to compete with Tigo Millicom and its Multivisión pay-TV platform.

Cotas, Cotel top Bolivia's pay-TV market
    Juan Fernandez Gonzalez | 29-12-2013
Bolivia's pay-TV sector achieved nearly 254,000 subscriptions in Q3 2013, representing around 40% of the population.
Top of the pay-TV market is are the cable operators Cotas (22.17%) and Cotel (15.06%), according to latest report from ATT, the country's national telecoms authority.
Multivisión, the cable platform recently purchased by Tigo Millicom, is in third position, with 15.06% and nearly 40,000 subscribers. The top five is completed by Comteco (7.97%) and Coteor (7.17%).
Bolivia has 12 national and 50 regional operators and, although it's small compared to other Latin American markets, it has lately experienced some changes.
Multivisión, available in four of the country's main cities – Santa Cruz, Cochabamba, Tarija and the capital La Paz – was acquired by Tigo over a month ago which promised to renew the platform with HD, DVR, pay-per-view and TV everywhere options.
In addition to Millicom's move, Entel announced it will use the recently launched national satellite to enter the pay-TV market with a direct-to-home (DTH) service.
Bolivia's TV market has changed a lot during recent years. Pushed by Latin American growth, the country has also improved its financial situation, even achieving the region's greatest growth in 2014, along with Peru and Colombia, with pay-TV growing from 17% penetration in 2005 to the current 40%.

    MTV Live HD leaves Canal+
    Juan Fernandez Gonzalez | 29-12-2013
Spain's Canal+ has stopped broadcasting MTV Live HD after four years on air, citing alleged technical problems with the satellite signal. It has also removed all information relating to the channel from its website, although it hasn't ruled out a comeback for the channel.
MTV Live HD is distributed by Viacom through the Astra satellite and is still broadcast by other pay-TV platforms in Spain such as ONO. Since 2011, the channel has replaced MTVN HD, which had been on air since 2008.
It was the only music channel on Canal+'s basic package, although the classical music channel Mezzo Live HD is available in its premium packages.
MTV's operations in Spain are going through times of change. Although not confirmed by Viacom, Prisa's radio Cadena SER also published a few weeks ago that the DTT channel of MTV was going to leave Spain's free-to-air schedule. The forthcoming restructuring of the digital spectrum is making the big broadcasters redraw their strategies in Spain.
