    Dame Paticia HodgsonThe Government has named Dame Patricia Hodgson as the preferred candidate as the next Chairman of Ofcom.
    A former member of the BBC Trust, Dame Patricia will face a pre-appointment hearing with the Culture, Media and Sport Committee on December 17.
    Current Ofcom chairman Colette Bowe will step down at the end of March 2014 when her term ends.
    Dame Patricia the Ofcom Board in July 2011 and became deputy chairman in January 2012. She is also Chair of the School Teachers’ Review Body.
    She began her career as a producer and journalist before becoming Secretary of the BBC and Director of Policy and Planning from 1993 to 2000. She then served as Chief Executive of the Independent Television Commission until the end of 2003.

    Comigo Plus enriches KartinaTV eperience

    Comigo and KartinaTV have expanded their partnership which began in January 2013 when Comigo began to provide KartinaTV with its TV platform.
    Under the expanded collaboration, Comigo will provide its new generation set-top-box, Comigo Plus, to Kartina TV, an OTT service provider that delivers Russian-language television to Russian speakers outside of the Russian Federation. The new features include a fast set up process, a new channel display and catch up features which enable viewers to watch content from the last two weeks and to watch the show from the exact point they stopped watching it using Comigo’s bookmark.
    The product will also include a new remote control. It is the fastest second purchase order by KartinaTV and further strengthens its partnership with Comigo.
    “We are delighted to continue working with Comigo. Its unique TV solution ensures our customers get the personalized viewer experience they’ve always wanted, and we are excited to improve the customer experience even further with an abundance of new capabilities this new product will bring,” explained Alexander Cofman, head of client products and R&D, KartinaTV.

    SPT sigs new channel deals with RCS&RDS

    SPT Networks Central Europe has concluded a new agreement with RCS&RDS for the continued distribution of AXN channel in Hungary.
    Moreover AXN White and AXN Black now will be added to some RCS&RDS packages in Hungary for the first time.
    The agreement also confirms the continued carriage of all three channels (AXN, AXN Black and AXN White) with RCS&RDS in Romania.
    Local press was this morning briefed about the new carriage deals.

    Luc Burgun invests and joins HTTV board

    Luc Burgun has invested in HTTV and has accepted its offer to serve as a non-executive director in its board of directors.
    Burgun is a successful executive and entrepreneur who joined Synopsys as vice president of engineering after Synopsys acquired Emulation and Verification Engineering (EVE) in 2012. Burgun co-founded EVE in 2000 and was the company’s president and CEO.
    “We are very pleased to welcome Luc to our Board of Director,” said Bernard Dupin, president of HTTV group.
    “We are impressed by his entrepreneurship in making EVE a success story and well-known reference in the industry. Furthermore, we are thrilled by the investment he made in HTTV. It shows his trust in our company. We look forward to developing an active collaboration with him and growing HTTV into a worldwide organization.”
    Luc Burgun is currently heading a private investment fund targeting innovative hardware and software companies in France.
    “I believe HTTV has exceptional potential for success in the industry,” stated Luc Burgun.

    Elemental achieves 4K milestone

    Elemental BuildingElemental Technologies has provided a demonstration of full frame rate 4K Ultra HD high-efficiency video coding (HEVC) at a special event in London.
    In it, the company showed an end-to-end workflow in which live [email protected] HEVC content was encoded for display in real time.
    Elemental first announced support for the H.265 codec in January this year.
    It then brought functional real-time HEVC video processing to NAB in April and demonstrated 10-bit 4K HEVC video processing at IBC in September.
    This was followed by the world’s first real-time video processing of live [email protected] HEVC at the Osaka Marathon in October and the London now demonstration in London, which was undertaken at 60 frames per second.
    Aslan Khader, chief product officer at Elemental, said: “Unlike cinema, live sports are best viewed at higher frame rates. In 2014, we expect live sports to drive 4K Ultra HD adoption by those programmers and pay-TV operators seeking to deliver a more compelling sports entertainment experience.
    “With our HEVC implementation and software-defined architecture, Elemental gives customers a viable path to deliver Ultra HD TV services.”
    Speaking at the demo, Keith Wymbs, VP of marketing, that that Elemental had established multiscreen leadership in just over three years.
    According to a report by SNL Kagan published this month, it was the number one transcoder market player in North America, Latin America and Caribbean, Western Europe and Asia Pacific.
    However, the encoding market remains fragmented.
    Served by around 20 companies and worth $800+ million in 2012, Harmonic (23%), Ericsson (17%) and Thomson Video Networks (11%) claim the most revenues, with Elemental still a minor player.
    Wymbs said that much of the industry still has a challenge with (4K) content.
    He also predicted that by NAB (in 2014) “(we) will have full commercial scenarios where customers could generate revenue.”

    Connect TV adds channels

    Arqiva has announced the launch of The Jewellery Channel and Propeller TV on the Connect TV platform.
    Connect TV allows broadcasters to combine content delivered on the terrestrial broadcast network alongside IP delivered content and present it on a single channel number from the Freeview EPG.
    Both The Jewellery Channel, an auction-style home shopping channel and online retailer, and Propeller TV, a premium culture and entertainment channel aimed at the UK’s Chinese community, will be available from this month.
    Commenting on the launch, Russ Armstrong, director of Hybrid TV, Digital Platforms at Arqiva said: “Content providers are looking for seamless ways to reach and engage with the growing connected audience and Connect TV does just this. Ahead of the Christmas period these new channels will be able to serve their audiences with richer and longer lasting content.”
    Colin Wagstaffe, MD of The Jewellery Channel, added: “We are very excited to be launching on Connect TV. We are always looking at ways to increase audience engagement, improve access and enrich our content across multiple platforms. Connect TV affords us this opportunity and we very much look forward to working with them.”
    Andy Ye Ceo, from Propeller TV, said: “We are delighted to be extending Propeller’s influence and broadcast footprint beyond the subscription distributors, and into digital TV with Connect TV. Not only will we be accessible to a wider UK audience but the use of internet works well for our youthful business in the digital era, where we aim to make our programmes available to anyone anywhere anytime.”

    Report: Discovery mulls Scripps bid

    ScrippsShares in Scripps Networks Interactive soared by almost 15% on Tuesday after a report suggested that Discovery Channel was considering a bid for the UKTV part-owner.
    Variety said Discovery executives had discussed the matter at a board meeting that day.
    Scripps, which acquired its 50% in UKTV, operator of GOLD, Watch and Dave, in August 2011 also runs US networks Food Network, HGTV and Travel Channel.
    Discovery itself is on an ambitious acquisition spree. It already has a 20% share in Eurosport and in April 2013 acquired ProSieben.Sat 1 Group’s SBS Nordic operations.
    Scripps Networks Interactive’s history dates back to 1878 when Edward W Scripps founded The Penny Press in Cleveland. The EW Scripps Company (Scripps) became one of the most successful newspaper publishers of the post-war era and built its reputation as a leading operator of local television stations. Following the purchase of Cinetel Productions in 1994 the company launched HGTV.
    Scripps Networks Interactive was spun off as a separate company in 2008.

    ONO considers public offering

    Ono New HQSpain’s leading cable operator ONO is looking into the possibility of an IPO for some of its shares in the first half of 2014.
    Quoting two unnamed sources, Reuters reports that no decision has yet been made on whether to partially list the company.
    However, its management is keen to take advantage of renewed interest in Spanish assets from foreign investors and a slight improvement in the country’s economy.
    A share offering in ONO could come alongside a capital increase and both moves are likely to be discussed at ONO’s next board meeting, due to take place in a few weeks time.

    Discovery to launch new women’s channel

    Beauty Queen MurdersDiscovery Networks CEEMEA has announced the launch of IDXtra, a new female-oriented mystery and suspense channel.
    It will be available in SD and HD and make its debut in the second quarter of 2014.
    Commenting on the launch, Paul Welling, SVP, Head of Channels, Discovery Networks CEEMEA said: “There is increased demand and opportunity in the market for factual mystery and suspense content which we have the experience and ability to fill and for this reason we have ambitious plans to roll ID Xtra out to as many as 105 markets across CEEMEA in 2014. Many of our largest operators have already signed up and with drama at the forefront of this channel’s offering, viewers will be kept on the edge of their seat and watching for longer than other channels, as ID Xtra invites them to take a closer look and get under the skin of unsolved mysteries.”
    Discovery Communications will invest more than $1.5 billion in content this year and says it will continue the trend.
    It also points to its success of launching new channels for women, with TLC, which made its debut in 2011, already the fastest and most distributed entertainment channel for women in the world.

    TTNET enhances channel offer

    Turkey’s TTNET has added four HD live sports channels to its offer, employing a broadcast playout system from PlayBox Technology.
    TTNET is a division of Türk Telekom. Established as an ISP in 2005, it has over 6 million ADSL subscribers and an expanded role as TV content provider.
    TTNET provides Turkish-language broadcast services under the Tivibu trademark and Tivibu home, web, mobile and smart TV services are currently available in Turkey.
    PlayBox Technology is meanwhile an international communications and information-technology company serving the broadcast, corporate and digital signage markets in more than 100 countries.
