    Spanish DTT conflict escalates
    November 14, 2013 07.00 Europe/London By Robert Briel

spain_glow1The Spanish government has said that it will take away the licences of nine DTT channels. Another eight channels are in danger of losing their digital terrestrial distribution.
The broadcasters are victim of the ‘digial divided’ as the available spectrum will be made available to mobile operators.
The announcement by Josť Manuel Soria, minister of industry, has sparked protest from all broadcasters involved who are about to lose nationwide distribution of their FTA channels on the digital terrestrial network, which is known by the acronym TDT in Spain.
The decision stems from a ruling by the Spanish High Court, which deemed the issuing of the licences in 2010 illegal.
The broadcasters involved are the group Atresmedia, that stands to lose three of its seven DTT channels, Mediaset (who will lose Nueve and LaSiete), while Net TV (Vocento) and Veo TV (Unedisa) will each lose two channels. The channels will have to give up terrestrial distribution, but can continue broadcasting on other platforms, including DTH, cable and IPTV.
Behind closed doors, the government and broadcasters have been talking about a possible solution during the past few months, but no agreement was reached. Talks have now ended and the minister is now moving ahead to make the spectrum available to the mobile operators.
With the public announcement by Soria the issue has now come out into the open. Meanwhile, the debate is heating up, with some of the parties claiming the decision is politically motivated and that the government led by Mariano Rajoy Brey of the People’s Party is eliminating broadcasters that support the opposition.

US OTT TV viewing on the rise
    November 15, 2013 06.09 Europe/London By Robert Briel

More than half of adult broadband users in the US have increased their consumption of online video sources on their TV, 24% significantly so.
Only 8% of net-connected TV users report a decline in OTT TV viewership during the last year, meaning net-connected TV users are six times more likely to have increased their use of the medium than to have decreased it.
“That consumers are watching more over-the-top video is not itself surprising,” noted Michael Greeson, co-founder of TDG.
“But to see such a widespread increase in OTT TV viewing is dramatic, especially as pay-TV subscriptions in the US are experiencing their greatest 12-month losses to date.”

nlziet-logoThe main three Dutch broadcasting groups, NPO, RTL and SBS, are launching a common S-VOD platform in 2014.
Called NLziet, the new service will offer unlimited access to the catch-up and preview services of the public broadcasters under the NPO umbrella and the offers of private broadcasters RTL and SBS.
Initially, NLziet will only be available on PCs and Macs, but later in the year apps for smartphones, tablets and smart TVs will be introduced.

Programmes will remain available up to 365 days after the first broadcast date and a number of programs will be made available as ‘previews’ up to sevens days ahead of the scheduled broadcast.
The broadcasters will announce the exact launch date and pricing of the subscription plans at a later stage.

    UK DTV is 15 today
    November 16, 2013 07.57 Europe/London By Julian Clover

ITV Digital MonkeyDigital terrestrial television in the UK is celebrating its 15th anniversary today (Friday) with 19.2 million homes connected, 10.3 million as the only TV service.
The early failings of pay-TV through On Digital and its successor ITV Digital are now but a distant memory as a largely free package of 70 channels, four in the HD format, are carried under the Freeview banner.
Top Up TV, one of the last elements of pay broadcasting on UK DTT, ceased broadcasting on November 1st.
Earlier this year two new multiplexes were licensed by Ofcom with new channels Al Jazeera English HD and five BBC channels broadcasting in the HD format going live at the turn of the year.
It is anticipated that coverage of the new HD services will extend to 70 per cent of UK homes by June 2014.
In addition, a network of local TV channels will soon be available to digital terrestrial TV viewers in many parts of the UK.

Ofcom acts against Pressley VOD site
    November 16, 2013 09.41 Europe/London By Julian Clover

Ofcom TVThe UK regulator Ofcom has taken enforcement action against the “Jessica Pressley” VOD site, using powers under Section 368K of the Communications Act for the first time.
Ofcom said the site, which provided free-to-view R18-equivalent pornographic content and did not have a robust paywall for its premium content, was referred to it by the Authority for Television on Demand (ATVOD), the co-regulator for video-on-demand (VOD) in the UK, in relation to breaches of ATVOD’s Rules. ATVOD had jurisdiction over this particular site because its videos were “TV-like” and because it was based in the UK.
Ofcom issued operator JP Media with a director ordering the suspension of the service on October 7, 2013. The service was closed the next day and is no longer available.
A second porn supplier, S Hilder, operator of the website “Pleasuring Herself”, has also been the subject of enforcement action.
