    Digi TVRomania’s National Audiovisual Council (CNA) has given RCS&RDS permission to convert five local stations into the regional TV network Digi 24.
    According to Mediafax, this follows the regulator’s decision to amend local into regional licences in Constanta, Craiova, Iasi, Oradea, Timisoara, Brasov, Galati and Cluj that RCS&RDS received on March 15, 2012.
    However, in three of those cities – Brasov, Galati and Cluj – the stations have been broadcasting for less than a year and the change in licence will only come into effect once this time has passed.
    The regional network Digi 24 will allocate 90% of airtime to its own productions, with the remaining 10% being split equally between programming relayed by and shown directly on Digi Sport.
    Programming will be overwhelmingly (85%) information-based, with educational/cultural (10%) and entertainment and other programmes (5%) accounting for the remainder.
    Razvan Frinculescu, the head of the licensing office at CAN, ahs hinted that Digi 24 may be awarded must-carry status on cable networks.
    The regulator approves such a list at the beginning of each year.

    ITV content to underpin new UTV Irish channel

    peter-carla-coronation-stUTV Media has announced plans to launch a new Irish TV channel that will create more than 100 jobs. The company, which holds the ITV franchise in Northern Ireland, has submitted an application to the Broadcasting Authority of Ireland (BAI).
    Key to the channel is an agreement with ITV Studios Global Entertainment, which will give UTV the exclusive broadcasting rights for ITV Studios programmes for the Republic of Ireland audience, including popular soaps Coronation Street (pictured) and Emmerdale from early 2015, once appropriate statutory broadcasting licences are in place.
    The loss of the shows will be a blow to the national Irish broadcaster TV3, which currently holds the rights to the UK content.
    John McCann, Group Chief Executive, UTV Media plc said: “The audience in Ireland has known the UTV brand for more than 50 years through our station for Northern Ireland and we’re delighted to announce our plans for a new dedicated channel for viewers in the Republic of Ireland. Today’s announcement represents a strong vote of confidence in Irish broadcasting and our investment in the Irish economy.”
    The new channel will be based in Dublin with additional newsgathering and reporting presence in
    Cork, Galway, Waterford and Limerick.
    The channel will be on air in early 2015.

    M2, MiniMini+ and Yourfamily have been shortlisted in the Children's category for the Eutelsat TV Awards.
    In explaining its selections, the satellite giant said that today children navigate their way through a media rich environment which is exciting, empowering, and at times precarious. TV, interactive media and games consoles are part of their everyday lives as well video-on-demand via fixed and mobile devices.
    Yet Eutelsat states that despite this wealth of technology, great storytelling sits at the heart of compelling content for children and that the three channels each stand out for meeting these challenges and for their responsible approach to programming.
    Hungary's M2 saw a big rebrand at the end of 2012 when it became the country's second national public channel, broadcast terrestrially, by cable and by satellite. Its main goals are to reach children between three and 12 and to encourage a viewing environment together with parents and grandparents. Scheduling is designed for family viewing with a strong emphasis on tradition and Hungarian folktales as well as Hungarian classic and newly produced animations.
    Broadcast in the nc+ platform, MiniMini+ with its FishMiniMini icon is the leading Polish children's channel for pre-schoolers. It features international productions as well as classic Polish animations and has a strong policy of reaching out to deaf children with almost 10% of content with regular sign language translation. Programmes for children with sight difficulties also carry audio description. Programmes are designed to develop imagination, numeracy skills, abstract-thinking, individual expression, language skills and group activity.
    Yourfamily is an independent German channel for kids, youth and family segment, providing 24/7 animation and live action series as well as films for pre-schoolers, children and family viewing. Stories are sourced from Europe's cultural heritage and are designed to encourage creativity, social responsibility and language skills, without sensory overload. Yourfamily has developed co-operations with theatres such as the Wiener Kinder Theatre for new formats, and thematic days such as Day of the Ocean, Day of the Plant and Family Day.
    The winner of the Children's Award will be announced on 15 November at the Eutelsat TV Awards ceremony.

    Sky teams up with Telecom Italia

    sky-italia-hqSky and Telecom Italia have signed an agreement under which Sky’s dedicated Sochi 2014 Winter Olympics channels will be broadcast over TIM’s broadband and ultra-broadband networks.
    The two parties have also signed a Letter of Intent to examine the feasibility of a next-generation IPTV platform over which Sky’s entire offer may be distributed.
    The Sochi offer will see TIM customers who buy Sky’s Ticket Big Events/Grandi eventi 2014 package being able to access content on their smartphones and tablets, live and on demand, via the 3G and LTE platform.
    Following the Winter Olympics, there is the possibility that other major Sky-branded sporting events of national interest will follow.
    Commenting on the deal, Marco Patuano, Telecom Italia’s CEO, said: “We are particularly pleased with this major agreement. It reflects our strategy of focusing more closely on leading-edge services and, in particular, consumer market entertainment. It allows us to offer our customers the finest choice of major, exclusive, top-quality events via our applications and network infrastructure. As a result of this partnership, Telecom Italia’s technological expertise and Sky’s content know-how come together to offer the prospect of implementing a new business approach to accessing audiovisual content ‘over-the-network’.”
    Andrea Zappia, CEO of Sky Italia, added: “We are very pleased with this agreement. It marks the start of a significant partnership between two companies that are leaders in their respective fields. In a continuously evolving market, it should give an even broader access to what is probably the best television offer available on the Italian market.     i24News launches on Cyfrowy Polsat

    International news channel i24news has launched on Polish DTH platform Cyfrowy Polsat.
    i24news channel joins a range of news channels provided by the Polish operator and will be available on channel 235 in English.
    Laurent Malek, chief marketing and commercial officer at i24news: “We are pleased that our English channel will reach 3.5 million subscribers on the Polsat platform”.
    i24news, the international 24/7 news channel, launched on July 17, 2013, covers international news through the eyes of Israeli society in all its diversity.
    Broadcast from the port of Jaffa in Israel, i24news is available on cable/ satellite pay- packages in French, English and Arabic.

    OTT SVOD revenues to reach nearly $8b in 2017

    MRG expects the OTT SVOD market to record significant growth worldwide in the coming years, reaching nearly US$8 billion on more than 120 million subscribers globally by 2017.
    North America is the most developed market for OTT SVOD services and highly competitive with more than 25 OTT SVOD service providers as of 2013.
    OTT SVOD subscriptions are estimated to have increased by more than 50% in 2012, reaching nearly 50 million.
    North America is followed by Western Europe. In 2012, Western Europe accounted for 11% of the worldwide OTT SVOD market with 7 million subscriptions and annual revenue of US$575 million.
    Asia, with the largest Internet population in the world, accounted for nearly 5 million OTT SVOD subscriptions in 2012 and US$255 million in revenue. While potential for SVOD in this region is enormous, the market is generally very price-sensitive making ad-supported models more attractive in some cases.
    In 2012, Eastern Europe comprised 7% of the worldwide OTT SVOD market with more than 4 million subscribers and revenue of US$253 million. Eastern Europe consists of more domestic players as compared to international ones, owing to high demand for home grown content.
    The OTT SVOD service markets in Latin America, Asia and Eastern Europe, collectively comprised 20% of worldwide OTT SVOD subscriptions in 2012. These regions are expected to record immense growth in the next five years, increasing their overall share significantly.
    In 2012, the Middle East and Africa had a negligible share in the worldwide OTT SVOD market. Though the market is expected to grow in the coming years, its contribution to the worldwide OTT SVOD subscriptions will merely increase to 1% by 2017.
    Eastern Europe, Latin America and Asia are emerging markets for OTT SVOD services and represent solid opportunities.

    Algerian TV channels come to Eutelsat

    Eutelsat and Télédiffusion d’Algérie (TDA) have signed a capacity agreement on the Eutelsat 7 West A satellite.
    The long-term contract for one 72 MHz transponder opens access for TDA to Eutelsat’s flagship 7/8 degrees West video neighbourhood that broadcasts the largest line-up of television channels across the Arab world to homes equipped for DTH reception.
    The free-to-air platform launched by TDA will assemble Algeria’s existing public channels in addition to channels expected to be licensed within the framework of the country’s strategy to open its broadcasting landscape.
    The channels will be available via Eutelsat 7 West A to viewers across the Maghreb and North-West Africa. Reach will be extended to the whole of the Middle East and the Persian Gulf with the launch in 2015 of the Eutelsat 8 West B satellite.
    “Over 15 years of close collaboration with Eutelsat, we have built a solid partnership which has been boosted in the last few years by a tremendous input of technical expertise to accompany Algeria’s transition to a digital broadcasting environment,” said Abdelmalek Houyou, Director General of TDA.
    “This new agreement highlights Eutelsat’s commitment to providing solutions to our developing needs, both now and in the future. Our significant requirements are driven by the ambition to extend the availability of Algerian television and radio channels beyond Algeria and to prepare for the opening up of our broadcasting sector to private ventures.”
    “TDA was one of the first major broadcasting companies in the Arab world to entrust us with broadcasting analogue television and radio channels. We were proud in a next step in 2007 that TDA attributed a central role to our Eutelsat 5 West A satellite in the build-up to the digital switchover of Algerian public broadcasting, leaving no part of the country’s extensive territory uncovered,” added Jean-François Leprince-Ringuet, Eutelsat’s CCO.
    “TDA is now planning to extend broadcasting of its television and radio programmes to the whole of the Arab world and we are delighted by their selection of the vibrant 7/8 degrees West neighbourhood which has already passed a landmark of 1,000 channels.”

    Eurosport launch partner for Xbox One

    eurosport playerEurosport is one of the launch partners for the new Xbox One console which will be available in Europe from November 22.
    Customers in six major European markets, Austria, Germany, Ireland, Italy, Spain and the UK, who buy the new Xbox One console and take the Xbox Live Gold subscription will be able to access the Eurosport Player app, which is an online simulcast service of the Eurosport and Eurosport 2 channels, in its Entertainment hub.
    The Eurosport Player gives sports fans access to all Eurosport’s live action and also offers additional features around major live events including bonus channels and catch-up services.
    For the forthcoming Australian Open tennis Grand Slam for example subscribers can enjoy exclusive live action from up to seven different courts at the tournament.
    The Eurosport content on Xbox One will be available in four languages, English, German, Italian and Spanish.
    Eurosport is extending its relationship with Xbox having already made the Eurosport Player available to Xbox Live customers on the Xbox 360 console from July 2013.

    Strong debut for Numericable IPO

    numericableShares in French cablenet Numericable rose by 8% in early trading on the Paris Stock Exchange Friday.
    Earlier, the operator, backed in part by Carlyle and Cinven, had announced its offer would be priced at €24.80 that would raise some €652.2 million to fund investments in its network and pay off debt.
    Initial gains fell slightly to €27.06 per share at 13.00 CET; such a price would value the company at about €3 billion.
    The company said the IPO had been oversubscribed to ten times availability.
    The listing was the largest on the French market since December 2009.
    Numericable’s owners began work on a listing in April after the failure of talks with Vivendi over a possible €15 billion merger with the latter’s mobile operation

    TV business aids Slovak Telekom

    Slovak Telekom gained a record 7,000 new TV subscribers in the third quarter, with its digital TV service Magio ending September with 191,000 customers.
    This represented a 12% increase on the same period in 2012, with figures being boosted by the acquisition of DIGI Slovakia earlier this year.
    Slovak Telekom’s broadband subscriber meanwhile total rose by 7.6% to 504,000 over the same period.
    The company notes that Magio TV’s offer has been greatly enhanced by the inclusion of exclusive sports channels such as Slovak sport TV.2, which shows the Premier League, and a quartet of sports channels from DIGI Sport.
    Slovak Telekom had revenues of €591.9 million in the first nine months of the year, down by 3.5% on a year earlier, while EBITDA fell by 4.1% to €249.6 million.
