    russia-flagRussia’s TV industry is likely to see a major change in monitoring audiences from 2017 onwards, with leading broadcasters such as Channel One, Rossiya and NTV the main beneficiaries.
    Kommersant reports that broadcasters, advertisers and agencies have effectively agreed that in four years time audience shares, as compiled by TNS Russia, will be monitored in all cities.
    At present, they are only measured in the 74 cities throughout the country with a population of over 100,000 people.
    Official Russian statistics say that at the beginning of this year there were 1097 cities in the country with a total population of 98.8 million.
    A final decision on the change is expected in October.

    UPC Czech to restructure

    upc-logo-rightUPC Czech Republic will undergo a major change at the beginning of the New Year, being effectively split into two companies.
    According to E15, it will see the separation of infrastructure and services, creating a new company named UPC Infrastructure.
    It will have a registered capital of CZK116.8 million (€4.5 million), or one tenth of the share capital of UPC Czech Republic, and the same ownership, with UPC Czech Holding claiming 99.65% and UPC Central Europe Holding 0.35%.
    Expert sources put the total value of UPC Czech Republic at CZK6.19 billion.
    According to the operator, the change will have no impact whatsoever on its customers.

    Polsat promotes Sony channels

    AXN WhitePoland’s Cyfrowy Polsat is offering its subscribers three Sony Pictures Television Networks channels free of charge for two months.
    This is after it placed AXN, AXN White and AXN Black – the latter two being rebranded from the previous AXN Crime and AXN SciFi at the beginning of October – in its open window until Tuesday, November 12.
    Both the open window promotion and rebranding are being accompanied by a promotional campaign on not only AXN and Polsat channels but also several online services, among them ipla, Facebook, Spotfify and Youtube.
    Cyfrowy Polsat lists Poland’s leading DTH platform, of the same name, among its interests.

    CME opts for two CEOs

    cme-plasmaCentral European Media Enterprises (CME) has appointed Christop Malnusch and Michael Del Nin as co-CEOs, effective September 16.
    Mainusch has a total of 16 years of experience serving as a CEO for media companies, including positions at Alpha Media Group in Greece, RTL Televizija in Croatia and ACS Media GmbH.
    He most recently worked as a consultant for Turner Broadcasting International advising the president on various projects.
    Prior to that, he was a member of the operational management committee at RTL Group.
    Del Nin meanwhile served as a CME director from October 2009 until September 2013.
    He worked as the senior VP of International and Corporate Strategy at Time Warner from early 2008 until this month.
    Commenting on the appointments and speaking on behalf of the board, Ronald Lauder, CME’s founder and chairman of its board of directors, said on behalf of the board: “We are very pleased that Christoph and Michael are leading CME’s executive team. Michael, who has served on CME’s board of directors since 2009, is an insightful executive with a well-developed understanding of the media business, and Christoph brings a wealth of operating experience and has a proven track record of successfully managing broadcasters, including in our markets.
    “We believe their skills and experience are the right fit for CME. This dynamic combination of Michael overseeing corporate matters, allowing Christoph to focus primarily on operations, demonstrates the board’s commitment to getting the right value for CME shareholders.”

    Eurosport makes US breakthrough

    EurosportEurosport has signed an agreement with Discovery Communications that will make its flagship channel available to viewers in the US for the first time ever in its 24-year history.
    Starting on September 28, a new Saturday afternoon programming block named Eurosport in Velocity, featuring motorsports highlights, will air from 1-3PM ET/PT, with encore presentations showing every Sunday morning on Discovery’s Velocity channel.
    The latter is the first US cable network targeting an upscale male audience.
    Commenting on the development, Jean-Thierry Augustin, Eurosport Group CEO, said: “This is the first programming agreement with Discovery since our partnership was forged end of 2012. It’s a great example of the powerful synergies and opportunities we can create together. For the first time in Eurosport’s history, American viewers will have a sight of our channel’s expert sports TV production and best-in-class commentary. We’re delighted our TV channel’s initial programming steps into the U.S. will be on our stakeholder’s channel, Velocity.”
    Bob Scanlon, general manager of Velocity, added: “Eurosport on Velocity” is one more way we are strengthening Velocity’s connection with our target audience.
    “As the only home for Eurosport in the US, Velocity is delivering unique programming that no other U.S.-based network can offer to viewers.     Russian cable deal talks extended

    ER-TelecomThe Russian cable operator ER Telecom has agreed to extend exclusive talks to buy the Moscow-based cableco Akado until the middle of October.
    Quoting an unnamed source, Kommersant reports that the move was made largely on the initiative of ER Telecom, though Akado’s shareholders are also in favour of a period of reflection.
    Akado has been on the market for some time and as recently as this summer was attracting the interest of MTS. Akado ended the second quarter with 1,110,000 pay-TV subscribers, or 1% more than when it started the year.
    ER Telecom, on the other hand, grew its pay-TV subscriber base by 23% to 2.469 million over the same period.
    Securing Akado, which is currently backed by Renova, would be a major boost for ER Telecom, giving its access to the lucrative Moscow market. Akado is understood to be currently valued at around $1-1.1 billion (€749-823 million).

    Eutelsat nominates new chairman and CEO

    michelderosenMichel de Rosen has been unanimously appointed chairman and CEO of Eutelsat.
    The move follows Jean-Martin Folz’s decision to resign as chairman after informing the board that he would not seek to renew his mandate, which expires at the General Assembly of Shareholders on November 7.
    Folz did not renew his mandate in order to respect corporate governance recommendations on multiple directorships by the Afep-Medef.
    He will remain a board member until the General Assembly.
    De Rosen has been CEO of Eutelsat since 2009.

    UPC boost Polish VOD offer

    Known as FILMKLUB, it offers viewers 30 well known and popular titles each month, updated on a regular basis, supplied by the VOD distributor Cineman.
    Twenty titles will be available at any time, with 2-3 premieres appearing every Friday and a total of 10 each month.
    FILMKLUB is being offered free of charge until the end of the month, after which it will be available for the promotional price of PLN14.90 (€3.55) a month.

    IBC 2013: MobiTV claims new video dongle gives operators keys to the home

    Hot on the heels of the Google Chromecast and a similar product from NOW TV, TV everywhere provider MobiTV has launched its own HDMI dongle.
    Using IBC 2013 as a launchpad, MobiTV says that the new product creates an opportunity for wireless, IPTV and DSL broadband operators to enter the home and broaden their branded offering to include a "true" TV everywhere solution or provide a low-cost means to support multi-room deployments.
    "This device breaks down barriers to the home that used to exist, in order for providers to extend their brands and deliver a more engaging experience to their users," said Charlie Nooney, CEO and chairman of MobiTV. "MobiTV's deep expertise across platforms, and especially with Android, allows us to be creative with our delivery by integrating social recommendations and advertising insertion, among other cutting-edge advances."
    Looking at more traditional business lines, MobiTV also announced that it was collaborating with Marvell and EchoStar Corporation, to ensure secure delivery of premium video content via Android set-top boxes.

    Beginning on 28 September, Eurosport will offer American viewers a new Saturday afternoon programming block, Eurosport on Velocity, featuring motorsports highlights with encore presentations airing every Sunday morning on Discovery's Velocity channel, claimed to be the first US cable network targeting an upscale male audience. Eurosport on Velocity will also introduce four motorsport series to US audiences: the FIA European Rally Championship, managed and promoted by Eurosport Events, the Group's expert division in sports event management; the British Superbike Championship; the Silk Way Rally; and the Abu Dhabi Desert Challenge.
    Adding his take on what Velocity could bring to the US, Bob Scanlon, general manager of the channel, said:
