    VimpelcomRussia’s VimpelCom has promoted Anton Kudryashov to the Group Executive Board as chief group business development and portfolio officer, effective October 14.
    At the same time, Mikhail Slobodin has been appointed head of the company’s Russia Business Unit, effective immediately.
    In his new role, Kudryashov will be based at the group headquarters in Amsterdam, responsible for business development and mergers and acquisitions, as well as strategic business control. His contract has been extended to December 31, 2016.
    Commenting on Kudryashov’s appointment, Jo Lunder, CEO of VimpelCom, said: “I am very pleased that Anton has accepted our offer to join the Group Executive Board. Under his strong leadership our business in Russia has reversed the negative trends of the previous years and has significantly strengthened its market position, through closing the gaps in products and services as well as successfully launching and executing key strategic projects aimed at improving the efficiency of the operations and achieving a superior customer experience. Anton will have much to contribute from his new position on the Executive Board and will be advising on the execution of our Value Agenda”.
    Regarding Slobodin, he added: Mikhail is an accomplished and recognized leader with many significant achievements in his career. We welcome him to Vimpelcom and I look forward to successful implementation of the already launched strategic initiatives to the further growth of our Russian business under his guidance”.

    Levira inks Horse1deal

    Levira has entered into an agreement with the new linear channel Horse1.
    Under it, the Tallinn-based company, which is one of the largest providers of TV playout and media management services in Northern Europe, will provide playout services for the channel in the Nordic markets from September 23.
    HorseTV, which is making its debut this month, is a focused lifestyle pay-TV channel targeting the equestrian market in the Nordics.
    Offering live streaming and broadcasting up to 18 hours a day, seven days a week, it will also offer sVOD and a catch-up service.
    At launch, the channel will be available at horse1.se and Telia IPTV.

    CNN looks to SE Europe

    The Southeast European pay-TV operator United Group has entered into a partnership with Turner Broadcasting Systems Europe Limited.
    According to Seenews, this will lead to the launch of a regional TV news channel at the beginning of 2014.
    Known as N1, it will broadcast CNN International programmes in local languages and collect information from CNN International channels and use their video material, including live switching.
    CNN International will also be able to access local programming shown on N1. N1 will be based in Belgrade, Zagreb and Sarajevo and potential reach over 15 million people.
    United Group brings together a number of region players including Serbia Broadband (SBB), Total TV, Telemach Slovenia and Telemach Bosnia & Herzegovina.

    Clover’s Week: Packing for Amsterdam

    It’s that time of year when you lift the phone and long for it to be someone telling you that they have been appointed by a spurious government department to offer loft installation at discounted rates. Or that one when you are informed that your Windows computer has been infected by a mysterious virus, which only your credit card details can fix.
    Instead it is a collection of calls asking if I am going to IBC. For entertainment value I’ve taken to responding ‘No’, which while mildly entertaining, for me anyway, has done little to stem the flow.
    This time next week we’ll be well into Day Two – yes, contrary to popular belief the premier broadcast event actually begins on a Thursday – for many there is a feeling it started in March.
    To be honest the timing could be better, while I’m in Amsterdam one of IBC’s ‘partners’, the Royal Television Society, is running its bi-annual RTS Cambridge event, making me miss the opportunity to show Liberty Global’s Mike Fries the pub where they invented DNA.
    As always the majority of my time will be spent moving between Hall 1 and the conference. In between there will be occasional visits to the Connected World – an area of the Amsterdam RAI that looks a little bit like the set for the Great British Bake-off, just without the windows.
    The key phrases this year will be 4K or Ultra HD, HEVC and multiscreen. The trick will be to see who has thrown them into the company statements as opposed to having something genuinely innovative.
    The other trick will be spotting what isn’t there; last year for example all of the demos that suggested putting Facebook onto the family screen had vanished – presumably on the discovery that executives’ teenage children weren’t so keen on the idea – to be replaced by the use of Facebook data to link everybody together.
    3D discussions will I suspect be at the back of everybody’s minds.
    But what are the products that will be the next 3D, the star to rise in the East, before setting faster than you can say Nicam Digital Stereo?
    We find out 12 months from now.

    DVB shows 4K over DVB-C2

    The first ever showing of DVB-C2 delivering 4k video is part of a three-way demonstration of 4k at IFA in Berlin.
    The DVB, alongside Eutelsat and Kabel Deutschland, is displaying the technology on the joint DVB/ANGA booth in the prestigious TecWatch new technology zone of the IFA Exhibition.
    In the first of three demonstrations, a 4K HEVC encoded signal is being transmitted from Eutelsat’s uplink station in Paris using DVB-S2. The signal is then demodulated and fed directly into Village Island’s HEVC contribution decoder. The frame rate of the source material is 50 frames per second providing good video quality even for fast action movement such as sports.
    The C2 transmission system consisting of a C2 modulator and a C2 demodulator will carry the 4k content. In addition to the 4k content being delivered via a Eutelsat 10A satellite link, there is also a local play-out with content provided by Sky Deutschland. After decoding with a Broadcom receiver the content is presented on a LG 4k display.
    “We are proud that all of DVB’s second-generation transmission standards, DVB-S2, T2 and C2 are at the heart of delivering the new 4k UHDTV experience. DVB will continue to work with its Members and partners to ensure that the goal of bringing the striking clarity of UHDTV to the home is realised,” commented Peter Siebert, Executive Director, DVB.

    US court rules against FilmOn

    Online TV provider FilmOn faces an uncertain future after a federal court in Washington DC granted a preliminary injunction brought by US broadcasters.
    ABC, NBC and Fox Television Stations argued that FilmOn X is “violating their exclusive right to public performance of their copyrighted works, which include local programs and some of the country’s most popular evening television shows”.
    However, in an interview with Deadline.com FilmOn’s CEO Alki David said the service would continue without the networks. It had already taken a month’s break from streaming in May.
    In a statement, broadcaster Fox said, “We are pleased, but not surprised, that the court recognised that the commercial retransmission of our broadcast signal without permission or compensation is a clear violation of the law. This decision should finally put the matter to rest, and will hopefully discourage other illegal services from attempting to steal our content.”
    FilmOn, which also broadcasts in Europe, boasts 200 live TV channels, plus 500 video and audio podcasts from premium brands.
    The Washington ruling also has implications for Barry Diller’s Aereo, which offers a similar IP-delivered service.

    Czech Republic to delay DVB-T2

    Ceske RadiokomunikaceDVB-T2 services will not be introduced in the Czech Republic before 2015.
    Digizone reports that this will be a blow to the national transmission company Ceske Radiokomunikace (CRa), which has just published a plan to launch such services, including pay-DTT, next year.
    However, the Czech Telecom Office (CTU) is of the view that the launch such only take place after the 2015 ITU conference in Geneva, which will clarify the number of channels the Czech Republic will be able to us DVB-T2 on.
    The CRa is currently undertaking a DVB-T2 trial that is due to finish in January 2014.

    Liberty Global Ventures invests in Metrological

    This strategic investment will help Metrological extend its technology platform across multiple industry verticals and geographic markets.
    Metrological Application Platform is a key component of Liberty Global’s Horizon TV. Liberty Global has launched over 125 apps on the platform to date and continues to grow. Rotterdam-based Metrological has been in partnership with Liberty Global since 2010 and was recognised last year as one of the company’s most important suppliers.
    As part of the investment transaction, Sander Vonk, director Liberty Global Ventures, will join the board of Metrological. The other members of the board are Robert Jan Lijdsman, advisor at Allen & Overy, Walter Blom, independent advisor and former CFO of Ziggo and Estro Group, and Erwin van Dommelen, managing partner at Merapar.

    Stoneroos demos play-along live TV app

    Stoneroos has numerous recent innovations. These include a demo of the (live TV) audio synchronisation app covering the three Dutch public channels (Nederland 1, 2 and 3), including play-along and gamification possibilities.
    The app, which is developed for the NPO, the umbrella organisation of all Dutch public broadcasters, offers live streaming of the three main national channels, a fuill EPG of all public channels, live radio streaming, direct links to all catch-up TV programmes and audio synchronisation with live TV.
    Also a synchronisation app (watermark and fingerprint) demonstrator for six channels; the ‘ultimate controller app’ for the set-top box: play/pause live TV or recorded shows, channel changing and recording options; and a modular and brandable TV guide app, including a live TV OTT solution.
    The company also has a couple of off-the-shelf iTV products, already in the market for several clients: including a set-top box middleware solution; search and recommendation engines and delivery of enriched EPG data (580 channels). A number of these solutions are in use by Glashart Media, Tele 2, Vodafone, Telfort and others.
