    BBC Director General Tony Hall has revealed that the recent scandals involving pay-offs to former senior executives has created an “appalling divide” in the corporation.
    In July 2013, the UK’s National Audit Office (NAO) criticised the corporation for breaching its own guidelines on severance payments and wider benefits for senior executives over the last 12 months, condemning “weak governance arrangements” that led to the BBC breaching its own policies on severance too often and without good reason, exceeding contractual entitlements and putting public trust at risk.
    Commenting on their findings, Anthony Fry, BBC trustee and chair of the trust's finance committee, said: “Although the BBC has achieved significant savings in its senior manager pay bill, some of the NAO's conclusions are deeply worrying, particularly the failure to follow agreed severance policies in a number of cases as a result of weak governance from the BBC executive in the past … The trust is clear that there cannot be a repeat of such a fundamental failure of central oversight and control.”
    Responding to the furore at the Guardian Edinburgh International Television Festival, Hall said: "I really do want to heal this appalling divide between the people who are running the BBC and the people who are doing really hard work day in, day out, doing amazing things … I understand from people the sort of resentment and anger that is caused by levels of pay but also from what has happened with severance pay … I really understand that and I am concentrating on trying to lance that particular issue. "

    Vodafone to stream Spain vs. France basketball match via LTE

    Vodafone will use its recently premiered 4G LTE network to broadcast tonight's basketball match between Spain and France in Madrid's Palacio de los Deportes.
    From the stadium, using four different personal cameras placed around the pitch, Vodafone will stream the match for its 4G users.
    According to the company, viewers will be able to change the broadcast's perspective during the match between the four cameras placed by the two referees, the judges' board with a panoramic view of the stadium, and in the VIP zone among the public.
    Vodafone says that its 4G users can access the broadcast online via soysmuygrandes.com.
    The French company is sponsoring Spain's national team and will use the match to promote its 4G network, the 150MB downloading speed of which allows high quality streaming for connected phones or tablets.
    Vodafone was the first operator to launch LTE services in Spain at the end of May, and since then most other company's, as well as the so-called virtual operators, have entered the 4G market.

    Aiming to provide broadcasters and TV producers with a platform offering primary and second screen activities, Pixel Power and never.no have entered into a strategic alliance.
    The move will see the broadcast playout solutions firm and social TV and social advertising platform provider build a framework that they believe will create higher engagement with programming.
    In operation the new relationship will combine never.no’s Interactivity Suite which will provide the back-end framework needed to enable end-to-end social TV, synchronised companion apps and participation TV allowing the harvesting of social media commentaries across e-mail, SMS, Facebook, Instagram, Twitter into the live broadcast domain. Pixel Power’s graphics technology will then take that information to air, in as graphically rich a way as the broadcaster desires and without the addition, says the company, of “unnecessarily complex” workflows.
    “Broadcast absolutely needs to be part of the social media conversation and this has been recognised by TV stations and producers around the world,” said Lars Lauritzsen, CEO of never.no. “From sports fans to reality TV lovers, news hounds to soap opera followers, the interaction between second-screen social media activity and TV viewing is a vital interface in the battle for viewer loyalty and creating a real buzz around content.”
    Added James Gilbert, Pixel Power joint MD: “It’s vital that onscreen brand identity is maintained while incorporating these new feeds, an area in which we have a considerable amount of expertise. Social media is here to stay and this strategic alliance allows broadcasters to benefit from technology leaders in both fields.”

    Aragón TV VOD service reaches five million users

    The video-on-demand (VOD) service of Spain's regional operator Aragón TV has achieved five million users since launching a-year-and-a-half ago, a four-fold increase on 2013.
    Spain's VOD and online TV markets are growing and showing light at the end of the tunnel in the current difficult financial situation, and Aragón TV's success demonstrates that the regional markets are another area of growth.
    The à la carte service aims to diversify regional news offerings and distribute information to those who live abroad. But in its second year the service has broken all expectations and become a central proposition for Aragón TV.
    On average, 285,000 users per month visit the VOD platform, mostly to watch news programmes. Aragón Noticias, Aragón en Abierto, Unidad Móvil and the music show Dándolo Todo Jota are the most watched content each day. The educational programmes scheduled on the VOD service, especially those to teach English, are also among the most popular shows viewed online.
    Through the channel's website it's also possible to watch all the self-produced shows live. The regional signal also has an iOS app for the on-demand service, which has been downloaded 31,300 times.

    Women embracing pay-TV in Colombia

    While consumption of pay-TV in Colombia continues to increase, women in particular are taking the service, with an increase of 10% in time spent watching in the first half compared to the same period in 2012, according to a recent analysis by the American Council for Multichannel TV – LAMAC.
    There has also been a greater consumption in women of middle socio-economic level. In 2012 they consumed two hours and 27 minutes of television, and now consume two hours 44 minutes on average.
    During working days, i.e. from Monday to Friday, women watch an average of two hours and 29 minutes of TV daily, and on Saturday and Sunday the female audience increases to watching three hours and 11 minutes of TV each day.
    When it comes to audience share, women most often surfed to a pay-TV channel rather than free-to-air (43.4%), which implies a 15% increase in participation over the first half of last year.
    When women were asked about what their favourite television channel was, 46.7% of the respondents mentioned preferring one that was carried by pay-TV. Programmes about education, documentaries, those related to health and medicine and related to issues having to do with nature and wildlife were all favourites.

    Dutch digital TV inches upward in Q2

    The number of digital TV connections in the Netherlands grew by 1% during the second quarter of this year, to 6.543 million. In fact, almost 85% of all Dutch TV households now have a digital connection, according to Telecompaper's quarterly Dutch Television Market report.
    For 2013, Telecompaper expects a growth of 7.2% in digital TV connections to around 6.83 million, driven by growth of IPTV via DSL and FTTH. Cable will also see digital TV growth, but less than before. The whole TV market (including analogue-only connections) is expected to grow by 0.5% during this year.
    The Q2 numbers include 3.68 million cable subscribers that also have an analogue TV connection. Telecompaper estimates that the retail revenues for the consumer TV market totalled €393 million in the second quarter, little changed compared to the first three months of the year.
    Cable still accounted for more than half (56.2%) of digital TV subscribers, despite losing market share due to the growing adoption of IPTV services over DSL and FTTH networks. DSL was the second most common way to receive TV, followed by satellite and terrestrial, which are both losing market share.
    Ziggo was found to be the largest TV provider at the end of the second quarter, both in the total TV market and the digital TV market. KPN, UPC and CanalDigitaal followed in the rankings.

    CBS, Verizon seal retransmission deal for broadcast content

    CBS and Verizon Communications Inc have reached a new agreement for continued retransmission of CBS-owned stations and wider distribution of CBS Sports Network on Verizon's FIOS TV in multiple markets across the country. The terms of the agreement have not been disclosed.
    "We are very pleased to reach this agreement with Verizon and its FIOS service," said Ray Hopkins, president of Television Networks Distribution at CBS. "This deal was reached in a short period of time, and CBS has once again achieved fair value for our over-the-air rights. Verizon is a distribution partner of growing importance to us that provides excellent service to its expanding number of subscribers, and we are glad that this partnership will continue and grow."
    As part of the agreement, CBS-owned stations in various Verizon markets including New York, Los Angeles and Dallas, will continue to be distributed to FiOS TV subscribers. This includes all of the approximately 3.5 million subscribers served in markets where CBS owns television stations (FiOS has about five million subscribers in total). FiOS TV will also continue to provide CBS programming via Verizon's video-on-demand services to all subscribers, for free.
    "We've reached this agreement in partnership with CBS for our customers so that they may continue to enjoy CBS content on FiOS," said Terry Denson, vice president of video content and strategy at Verizon. "Verizon continues to address areas of change where necessary in current policies to better reflect the interests of consumers."
    In addition, the CBS Sports Network will dramatically increase its distribution with FiOS. Separately, CBS and Verizon have an existing agreement for FiOS to carry Showtime Networks and Smithsonian.

    Ofcom fines Takbeer TV £25,000 for Broadcast Code breach

    Only weeks after taking similar action, UK broadcast regulator Ofcom has imposed a financial penalty of £25,000 on Takbeer due to what it calls “serious” braches of its broadcasting code.
    Takbeer TV broadcasts religious and general entertainment content for the Sunni Muslim community in the UK and internationally.
    The charges related to the programmes Global Khatm-E-Nabuwat Movement, broadcast on 9 June 2012 in which a panel of four people answered telephone callers’ questions on issues of Islamic theology; and Khatm-E-Nabuwat, broadcast on 3 July 2012 which showed the proceedings of a symposium on Islamic themes.
    On 21 January 2013, Ofcom found the channel in breach of the Broadcasting Code for material that subjected members of the Ahmadi community and their beliefs to abusive treatment. The regulator stated that it believed the programmes had breached Rules 4.1 and 4.2 of the Broadcasting Code which state respectively: “Broadcasters must exercise the proper degree of responsibility with respect to the content of programmes which are religious programmes” and “religious views and beliefs of those belonging to a particular religion or religious denomination must not be subject to abusive treatment”.
    In its finding, Ofcom stated that, in light of previous Code breaches concerning abusive treatment of Ahmadis on Takbeer TV, together with previous assurances by the Licensee that steps had been taken to avoid recurrence of such breaches, it regarded the breaches of Rules 4.1 and 4.2 of the Code so serious as to warrant consideration of a statutory sanction. Further, it found that by subjecting members of the Ahmadi community to such treatment, the broadcaster did not exercise the proper degree of responsibility.
    In what has become a clear statement of intent by the regulator to clamp down hard on such infractions, in July 2013, Ofcom fined satellite TV channel DM Digital Television Limited £85,000 and £20,000 with regard to what it deemed was similar potentially offensive material.

    For the moment, the cabler is offering a triple play product outside its regular cable footprint. People need an ADSL connection of at least 2 Mbps to receive the OTT TV service.
    There are three, competitively priced packages available: iStart comes at €24.90 monthly offering 20Mbps internet access and unlimited calling within France and 100 countries. Next comes the essentiel package at €3.90 a month for the iStart package plus 50 TV channels.
    The operator’s top-tier package is Max at €42.90 monthly (but €37.90 for the first 12 months), which includes a total of 83 TV channels. TV subscribers also need to get the special HD box at a monthly fee of €5.
    For its nationwide TV-offer Numericable is working with TeVolution, a French over-the-top provider of IPTV services. The company offers its IPTV box for sale at €79, while subscriptions starts at €3.99 with a top-tier product costing €14.99.

    RTP seeks new DTT channels

    RTP PortugalPortuguese public broadcaster RTP is looking to add two further channels to its digital line-up.
    RTP has applied to the Regulatory Authority for the Media to include two new free-to-air channels on the DTT system.
    Local media says the plans emerged through a request by RTP to vary its obligations with DTT operator Portugal Telecom. RTP will also need to get the approval of the Regulatory Authority for Communications (ANACOM).
    The current spectrum is not able to support both RTP channels, as evidenced by the view that the ERC drafted in 2012 on a proposal to extend the PCP channels available on DTT.
    There is concern that the current multiplex division might not support two further channels, but while RTP is not publically commenting on the move Deputy Minister and Regional Development, Miguel Maduro is known to be studying the possibility of increasing the number of available free channels.
