TV users gravitate towards dedicated apps
    Editor | 21-07-2013

In a move that could have profound ramifications for programming, more research has confirmed the trend that TV users are increasingly turning to dedicated apps to access TV channels.
According to a new survey by Parks Associates, as many as 14% of smartphone/tablet users recently used a TV-content app in the first quarter of 2013 and three-quarters of these users have expressed satisfaction with what they have accessed.
Perhaps revealing the demographic that is driving the trend, the analyst also revealed that the most popular apps were those from networks such as MTV, Nickelodeon, and USA Network and apps for shows like Glee and The Walking Dead.
“The latest round of apps is from content providers, not satellite and cable-TV companies," said John Barrett, Director, Consumer Analytics, Parks Associates. "They want to increase viewer loyalty to their shows and enhance the viewing experience with second-screen activities, and it is working, especially among Millennials. This 'second-screen' generation is accustomed to consuming content on multiple devices."
Parks Associates also found that this group has much higher interest in programme/channel-specific apps than do older consumer segments. It cites shows such as Gossip Girl, which it says aims for a Millennial audience and which offers an app enabling viewers to watch show-related videos and virtually tour show locations.
“Companies in the television industry are experimenting with several approaches to TV-related apps for mobile devices,” added Brett Sappington, Director, Research, Parks Associates. “Some are already noting several benefits, including greater viewer immersion, the ability to appeal to viewers outside of the broadcast window, and new aspects to storytelling. However, the most important implication may be for advertising. As consumers increasingly tune into mobile devices during commercial breaks, these apps provide a way to keep viewer attention.”

TRAI criticises Kolkata's delay in DAS implementation
    Rebecca Hawkes | 21-07-2013

Kolkata's cable TV operators have been reprimanded by the Telecom Regulatory Authority of India (TRAI) for their slow rate of conversion to digital addressable systems.
A meeting held in the Indian city on 18 July brought the leading multi-system operators (MSOs) together to review the implementation of digital addressable systems (DAS) after it emerged only 20% of subscriber details and their channel choices are available on Kolkata's subscriber management system (SMS). This compares to 80% in other metros.
The regulatory body reportedly said that the inaction of Kolkata's cable operators to implement DAS is "totally unacceptable". Immediate steps must be taken to ensure the subscriber management system is updated, TRAI added.
Under the Digital Addressable Cable TV Systems Regulations 2012, cable operators must ensure customers complete Consumer Application Forms, providing all their subscription details, and then add them to the SMS in order for MSOs to transmit digital signals and activate the set-top box.
The regulator will now monitor progress and penalise any multi-system or local cable operators who fail to comply with its regulatory framework.

    Darnell emerges at Warner Bros

Reality format mogul Mike Darnell is to join Warner Bros Television Group in a specially created role just two months after leaving US network Fox.

Darnell will become president of unscripted and alternative television at the company, where he will work with another ex-Fox employee, Warner Bros TV president Peter Roth.

Darnell’s brief will include oversight of first-run syndicated shows from Warner’s Telepictures Productions and unscripted primetime programmes from the firm’s Warner Horizon division.

Telepictures currently produces chatshow The Ellen DeGeneres Show and show business news programme TMZ, while Warner Horizon produces a range of reality series for US nets including NBC’s The Voice and ABC’s The Bachelor.

Darnell left his role as head of alternative programming at Fox in May, after an 18-year stint with company.

“When I decided to leave Fox two months ago, my hope was to be able to stretch my fingers beyond network television and into other distribution platforms. My first thought was to go into production for myself,” Darnell said.

“But then Peter Roth made me an offer I couldn’t refuse – the opportunity to develop new shows and run the vast array of alternative shows that Warner Bros already has going.”

During his time with Fox, Darnell became known as the mastermind behind a range of reality shows, including American Idol, The X Factor and So You Think You Can Dance.

Darnell, who was also credited with developing reality shows featuring chef Gordon Ramsay, worked alongside Roth, who was president at Fox Entertainment from 1996 to 1999.

Darnell, who starts his new role in August, will have Warner Horizon’s executive VP Craig Erwich reporting in to him, while Telepictures president Hilary Estey McLoughlin will step down to a producer role at the firm.

    B]TalkTalk fills pay TV role
    [/B]
UK internet service provider TalkTalk has confirmed it has hired a former Modern Times Group (MTG) executive to grow its pay TV service.

Henrik Karlberg is now head of pay TV at TalkTalk, which runs YouView, the UK broadcaster-backed DTT/IPTV hybrid service.

Karlberg will report to executive commercial director Tristia Harrison in the role. He joins TalkTalk having previously worked at reviews website Qype and before that as CEO for Central and Eastern Europe at MTG.

The hire comes as commercial director of TV Laurence Miall D’Aout prepares to leave TalkTalk in August, having only joined the company in November last year.

She leaves “having overseen the successful launch” of YouView, a TalkTalk statement said.

TalkTalk has also recently hired the former senior manager of content acquisitions at BlinkBox Entertainment, Will Ennet, as its head of pay TV content.

    CTV takes in Orphan Black

Canadian broadcaster CTV has picked up the rights to local sci-fi series Orphan Black.

The 10x60’ drama was first shown on Canadian specialty cable channel Space and features a young woman who assumes the identity of a dead stranger who is then caught up in the strange details of her life.

The Temple Street Productions show, which was created by Space in partnership with BBC America, will air on Bell Media’s CTV starting on August 16 at 21.00 – its first run on a major broadcast network.

A second season of Orphan Black was recently ordered by Space, which is part-owned by Bell Media and BBC America, with production due to begin in September.

Mike Cosentino, CTV’s senior VP of programming, said: “A timely CTV encore run will expose this remarkable Space original series to a whole new audience, creating more momentum and viewer appetite for season two on Space.”

    C4 orders FGM doc

Channel 4 in the UK has commissioned an hour-long documentary that follows a campaign against female genital mutilation (FGM).

Produced by UK indie Love Productions, the as-yet untitled doc will chronicle FGM survivor Leyla Hussein’s campaign against the controversial procedure.

FGM involves the partial or total removal of external female genetalia, a procedure often performed without anesthetic. The procedure is practiced in some African, Asian and Middle Eastern communities in the UK, as well as across the world.

The programme was commissioned by Sara Ramsden, C4′s commissioning editor of specialist factual, and will be exec produced by Kieran Smith. Filming will take place this summer for broadcast in autumn.

In separate news, C4 has commissioned two new eight-episode series of property show Grand Designs, which celebrated its 100th episode last year.

Meanwhile, C4 has commissioned two one-off food specials titled Made in Italy: Top 10 Classic Dishes (1x90′) and Heston’s Italian Revolutionaries (1x60′) for its sister channel More4.

    Mongol TV looks West again

Mongol TV has renewed a number of its US and UK imports as well as prepping a Dutch format as a daily strip and eyeing Korean opportunities.

The channel, currently transforming Mongolian television with a Westernised programming strategy, has renewed US dramas Homeland, The Good Wife and Hawaii Five-O from CBC Studios International, as well as UK hit Downton Abbey from NBCUniversal.

The acquisitions all debuted in February, when the four-year-old channel launched its refreshed programming schedule, with local productions, localised formats and acquisitions.

The network is also working on a second season of children’s gameshow Go 4, based on a format from Belgian prodco Sultan Sushi, acquired via sister company Red Arrow International.

“We did 20 episodes of Go 4 in mid-season and we’re now prepping another 20 for mid-season next year,” said Michel Rodrigue, CEO of The Format People, who is consulting with the Mongol channel’s CEO Nomin Chinbat on its new programming plans.

The channel is also adapting 20-year-old comedy quiz format Who Am I?, acquired from Dutch sales house Absolutely Independent, as a daily primetime strip debuting mid-September.

“It’s an older format but it’s a good one, and it will fill the 20.00-20.30 slot until the end of December,” added Rodrigue, former boss of Distraction Formats.

“We’re also looking at a Korean primetime reality format with a view to possibly doing a ‘carousel production’ deal with the producers. If that goes ahead, we’d fly our contestants, host and director to shoot our show using the Korean set.”

As well as overhauling Mongolia’s television landscape with its new programming strategy, Mongol TV has been instrumental in bringing a new audience measurement system to the country.

“A local franchise of Kantar Media has installed audience measurement boxes in 125 households in Ulan Bator and since we re-launched in February, we’ve become the number two network in Mongolia after the public broadcaster,” said Rodrigue.

“There are plans to increase the sample size to 300 households by the end of the year. That would be one home per thousand, which is the international norm.”

    Russia considers IP change
    July 22, 2013 02.52 Europe/London By Chris Dziadul

russia-flagRussia plans a major change to the way IP-based networks in the country operate.
According to Vedomosti, it is being initiated by the Ministry of Communication, which wants to introduce mandatory requirements to the QoS of such networks.
In return, it promises to scrap the onerous technical regulation that currently applies to IP-based networks.
The plan has already been welcomed by one leading telco (Megafon), while two others (Vimpelcom and Rostelecom) are said to be considering it.
