    Suspected violation of the installation procedure rocket Proton-M, which fell to the ground on July 2, 2013 years after the start (the first minute) at Baikonur cosmodrome, causing a catastrophe. The probable cause of the crash was incorrect assembly of the angular velocity sensor, the disadvantage of an industrial or sensor mounted opposite. These are the results of the research committee of Russian space agency Roskosmos.

    The fall of the Proton M rocket on July 2, 2013 in Kazakhstan is relatively expensive because it lost three Glonass navigation satellites. Total losses were estimated at 4.4 billion rubles (about 104 million). We wrote about it here [video]

    German public broadcaster ARD will expand its HD portfolio with nine new HD channels launching on two transponders on Astra (19.2° East) in December 2013, according to information obtained by Rapid TV News.
    RBB Brandenburg HD, RBB Berlin HD, MDR Sachsen HD, MDR Sachsen-Anhalt HD, MDR Thüringen HD and HR Fernsehen HD will use transponder 61 (10.891 GHz H, SR 22,000, FEC 2/3).
    Transponder 39 (11.053 GHz H, SR 22,000, FEC 2/3) will carry Einsfestival HD, EinsPlus HD and tagesschau24 HD.
    The signals on transponder 61 will be uplinked by ARD's playout centre at regional affiliate RBB in Potsdam, while the uplink station operated by regional affiliate WDR in Langenberg will send the channels on transponder 39 to the satellite.
    With the launch of the HD versions of its remaining digital thematic channels and the channels of its regional affiliates, ARD will distribute its complete channel family in HDTV. All channels operated by fellow public broadcaster ZDF as well as the jointly operated public channels ARTE, 3sat, Phoenix and KI.KA are already available in high resolution. All signals are unencrypted.

    German public broadcaster ARD plans to expand its portfolio of HD channels on nine new stations. For this purpose, will be two new transponders on satellites ASTRA (19.2 ° E). New channels would occur in December 2013, the message will be unencrypted.

    With the launch of the HD version of the other channels and regional networks, ARD will distribute all of its channels in high definition. Set another station ZDF public broadcaster as well as stations created together, ie, ARTE, 3sat, Phoenix and KI.KA already being broadcast in HD. All offers are not coded.

    Saudi to create TV production and media park

    Saudi Arabia looks set to have its first media zone to strengthen local audiovisual news production and content by the end of the year.
    The Council of Ministers stipulated that the project must comply with basic principles, including the need to coordinate with Arabsat administration and other relevant agencies
    Riyadh Najim, chairman of the Middle East Kingdom's Audiovisual Commission, told Arab News that discussions have begun, with the objective being "to ensure that there is harmony between the content and the ideals of the Saudi culture".
    The Commission is in the final stages of planning, and the media park is expected to be ready by the end of 2013, he said.
    All involved parties must work with the Saudi-based satellite organisation Arabsat and other relevant agencies, following a stipulation of the Council of Ministers.
    "Any channel broadcasting from Saudi Arabia through our platform will have to be licensed and must comply with rules. In case the channel fails to comply with rules and regulations of the Kingdom, we will first issue a warning. If the violation continues, we will then take necessary action, just like in the case of any other media establishment," said Riyadh Najim.
    He added that all aspects and issues are being worked on by the Commission to "ensure the exercise translates into success".

    TRAI criticises Kolkata's delay in DAS implementation

    Kolkata's cable TV operators have been reprimanded by the Telecom Regulatory Authority of India (TRAI) for their slow rate of conversion to digital addressable systems.
    A meeting held in the Indian city on 18 July brought the leading multi-system operators (MSOs) together to review the implementation of digital addressable systems (DAS) after it emerged only 20% of subscriber details and their channel choices are available on Kolkata's subscriber management system (SMS). This compares to 80% in other metros.
    The regulatory body reportedly said that the inaction of Kolkata's cable operators to implement DAS is "totally unacceptable". Immediate steps must be taken to ensure the subscriber management system is updated, TRAI added.
    Under the Digital Addressable Cable TV Systems Regulations 2012, cable operators must ensure customers complete Consumer Application Forms, providing all their subscription details, and then add them to the SMS in order for MSOs to transmit digital signals and activate the set-top box.
    The regulator will now monitor progress and penalise any multi-system or local cable operators who fail to comply with its regulatory framework.

    Telefónica to sell 40% of its assets in Central America

    Telefónica has gained permission to sell 40% of its assets in Central America and will close the operation within the next few days.
    Spain's market authority, Comisión Nacional del Mercado de Valores (CNMV), says that Telefónica fulfils the conditions settled for the sale and can continue with the move.
    According to Europa Press, the telco will probably close the sale of around 40% of its business in Guatemala, El Salvador, Nicaragua and Panamá to Corporación Multi Inversiones for $500 million. As well as the sale price, there is a variable amount up to $72 million which depends on the financial evolution of the products sold.
    The move is due to the aim of increasing Telefónica subsidiaries' financial flexibility by creating a new group in which Multi Inversiones will have the financial power but Telefónica will keep operational control.
    Telefónica is restructuring its worldwide business but, at the same time, tries to keep its strategic position in Latin American markets. The company has been present in Central America since 1998, when it started the telecom market privatization in El Salvador. Despite not being as wide markets as Brazil or Argentina, the region has growth potential with a young population and a middle class on the increase.

    Kroes warns against over-regulation on net neutrality

    Neelie KroesEuropean vice-president Neelie Kroes has promised to include rules on guaranteeing unrestricted internet access in her forthcoming package of telecom measures, but has cautioned against over-regulation of access to the net that could stifle innovation.


    In a blog posting, Kroes said that she aimed to bring to an end the practices of service providers that changed subscribers’ terms and conditions retrospectively and placed arbitrary caps on usage without stating this in the contracts that subscribers signed up to.


    “In a competitive, transparent market, consumers should know what they’re getting and should be able to vote with their feet,” she said.


    However Kroes warned against over-regulation and said quality guarantees for services including IPTV and cloud-based services should be permitted. “If EU laws banned such quality guarantees, we would risk effectively outlawing many of those new services too,” she said. Data caps on usage and differentiation by selling premium access products will also be permitted provided the terms are clear.


    “The fact is the Internet does not come for free. It relies on networks, and investment; if that does not come from taxpayers then it must be from private companies. If you prevent operators from providing what their customers might actually want – by effectively outlawing new services you are making that job a lot harder,” said Kroes.

    ATVOD calls for block on payments to foreign porn sites

    ATVODUK video-on-demand regulator ATVOD has called for a block on credit and debit card payments being made to foreign-based pornography websites that fail to take adequate measures to protect minors in the UK.


    In its annual report, ATVOD argues that under Crown Prosecution Service guidance on the Obscene Publications Act, it is clear that non-UK website that offer unrestricted access to hardcore pornography that can be accessed in the UK should be considered in breach of UK law.


    ATVOD points out that websites of this type typically offer free windows of content to attract payment by credit and debit card for other content. It questions whether action could not be taken to prevent such companies – operating illegally – from drawing revenues from UK bank and credit card accounts.


    The regulator said it had raised the issue with payment companies and hoped to see progress on the matter in the coming year.


    In its annual report, ATVOD highlighted successes within the UK over the past year against pornographic services that failed to ensure children were protected, including £100,000 in fines levied against porn sites operated by Playboy TV that failed to ensure under-18s could not access content.


    “We have made good progress in ensuring that UK operators of regulated VOD services comply with rules designed to protect children from harmful content, but we are not complacent and will continue to monitor relevant services and act as required,” said ATVOD chief executive Pete Johnson. “Our recent enforcement activity has sent a clear message that UK providers of hardcore pornography on demand must take effective steps to ensure that such material is not accessible to under-18s. Asking visitors to a website to click an ‘I am 18’ button or enter a date of birth or use a debit card is not sufficient – if they are going to offer explicit sex material they must know that their customers are 18, just as they would in the ‘offline’ world.”

    MTG to build content business, emerging markets pay TV outperforms expectations

    Modern Times Group says it plans to build its content and distribution business having already acquired UK sales house DRG and Norwegian producer Novemberfilm.


    The pan-European broadcaster reported half-year results yesterday and president and in his review of the six months to end-June, CEO Jørgen Madsen Lindemann noted the creation of the company’s new digital platform MTGx and went on to speak about the plans for the wider content division. “We have also added to our MTG Studios content and distribution business by acquiring DRG and Novemberfilm in the quarter, and are committed to further building this key part of MTG, he said.


    In the results, the company said its pay TV channels in the emerging markets have performed above earlier expectations in the first half of the year — they had been expected to breakeven – and added that Group profitability is still expected to increase in 2014.

    Netflix receives Emmy nominations

    NetflixBuilding4Netflix has received a string of Emmy nominations led by House of Cards, marking the first time that online-only series has competed in a major category at the prestigious television awards.


    Netflix’s remake of the BBC political drama picked nine nominations, including one in the category of best drama – where it goes head to head with AMC’s Mad Men and Breaking Bad, HBO’s Game of Thrones, Showtime’s Homeland and ITV series Downton Abbey, which airs on PBS in the states.


    Arrested Development, Netflix’s revival of the cult Fox comedy, also received two nominations, while its gothic horror series Hemlock Grove got two.


    “We are overwhelmed with 14 nominations and honoured by a warm welcome which confirms what we have always believed, that great television is great television regardless of where, when and how it is enjoyed,” said Netflix’s chief content officer Ted Sarandos.


    Responding to the news, Netflix CEO Reed Hastings said “Albania takes it up a notch,” in a post on Facebook. The comment is a reference to a famous 2010 New York Times interview when Time Warner CEO Jeff Bewkes dismissed the threat of Netflix by saying: “Is the Albanian army going to take over the world? I don’t think so.”
