    Clover’s Week: Let’s pause for a moment
    July 19, 2013 09.17 Europe/London By Julian Clover

If a report in the Wall Street Journal is correct, Apple is planning a Cloud-based DVR, anything to stop people talking about an Apple TV set.
Part of the proposed product is a tiered service, which at the premium level would compensate broadcasters for the loss of advertising revenues, should the consumer decide to skip through the commercials.
The ability to skip advertising or even substitute one commercial for another is growing in popularity for web-based services, where it is already used by the likes of YouTube.
There are already advanced plans by Sky to launch targeted advertising to its Sky+ homes, but the broadcaster’s proposals would see one advertiser’s product swapped for another by the same company, with the charge falling on the advertiser.
This will presumably not prevent the consumer from fast forwarding any recordings and missing the advertising altogether.
We have also seen the trade show demo or the PowerPoint explanation of how in the future (yawn) we’ll be able to choose if we see advertising or pay a premium to miss the commercials. This is sort of what Apple is said to be proposing with broadcasters taking a proportion of the fee.
But who’s fault is it that we have a situation where broadcasters have allowed a model where people can miss the advertising that keeps them in business in the first place?
It’s not too difficult technically to tell a DVR that it cannot fast forward at a particular point in the programme. The problem is that 10 years ago it either couldn’t or wouldn’t be implemented.
Several million installs later, who wants to be the pay-TV operator that tells the consumer you can no longer skip the ads?

    Romanian channels lose licences
    July 19, 2013 07.45 Europe/London By Chris Dziadul

CineStarRomania’s National Audiovisual Council (CNA) has withdrawn the licences for three channels operated by the media group Realitatea-Catavencu.
According to local reports, this was due to the channels – CineStar, ActionStar and ComedyStar – having been off air for over 90 days.
The three channels obtained their licences in September 2008 and secured distribution on Romtelcom’s DTH platform Dolce three months later.
In due course they also had carriage on UPC and RCS&RDS platforms, but this was cut back as Realitatea-Catavencu, insolvent since September 2011, ran into financial difficulties.

    EC launches investigation into Numericable
    Pascale Paoli-Lebailly | 19-07-2013
The European Commission (EC) has launched an investigation into Numericable to examine French cable network transfers.
The EC wants to determine whether the transfer of French public cable infrastructure by some 33 municipalities in France to the cable television operator Numericable violated EU state aid rules.
The EU's executive Commission has said that since Numericable received the cable networks for free, the transfer gave the company a large economic advantage over its competitors.
"The Commission has doubts that such aid could be found compatible with EU rules. The transfers do not constitute a Service of General Economic Interest (SGEI) because France has entrusted no public service obligation to Numericable. Furthermore, these transfers do not appear to further any objective of common interest in a proportional manner, while they have a high potential of distorting competition with other operators in the same area," the EC said in a statement.
The transfer from the municipalities occurred between 2003 and 2006. Numericable owns 99.6% of France's cable network.

Verizon sees double-digit FiOS growth in Q2
    Michelle Clancy | 19-07-2013
Verizon Communications has picked up its five millionth FiOS TV subscriber during the second quarter of 2013 — part of the 140,000 net new FiOS TV subscribers it signed in the period.
This is an improvement from the second quarter of 2012, when it gained 120,000 video customers.
It also added 161,000 FiOS Internet subscribers in the second quarter, and expects to add more than 600,000 new FiOS subscribers by the end of 2013. Revenue from Verizon's FiOS products saw an impressive 14.7% jump to $2.7 billion in Q2, and it saw average revenue per unit (ARPU) of more than $150 monthly from FiOS homes.
Penetration rates for IPTV improved too: in markets where FiOS is available, FiOS TV has a penetration rate of 34.5%, up from 32.6% last year.
The growth is being spurred along by Verizon's ongoing conversion of its copper plant to fibre. During the quarter the telco converted 86,000 subscribers to fibre and 169,000 in the first half of 2013. And that, of course, opens the door to sell FiOS services, like IPTV. The telco has a goal of converting 300,000 customers from copper to fibre by the end of the year.
Overall the communications giant posted profits of $2.25 billion in the second quarter, up 23% from the same period a year earlier. The double-digit improvements were attributable to not only FiOS success, but also big gains for its wireless service, including 4G.

Netflix snags 14 Emmy nominations; House of Cards takes eight
    Michelle Clancy | 19-07-2013
It looks like its big original content push has paid off for streaming giant Netflix, which has earned 14 Emmy nominations from the Academy of Television Arts & Sciences — eight of them for House of Cards.
"We are overwhelmed with 14 nominations and honoured by a warm welcome which corroborates what we have always believed, that great television is great television regardless of where, when and how it is enjoyed," said Ted Sarandos, Netflix' chief content officer. "We are so proud of our series creators and their groundbreaking work on House of Cards, Arrested Development and Hemlock Grove."
    Netflix Original Series nominees include:
Outstanding Drama Series: House Of Cards
Outstanding Lead Actor in a Drama Series: Kevin Spacey as Francis Underwood in House Of Cards
Outstanding Lead Actress in a Drama Series: Robin Wright as Claire Underwood in House Of Cards
Outstanding Lead Actor in a Comedy Series: Jason Bateman as Michael Bluth in Arrested Development
Outstanding Casting for a Drama Series: Laray Mayfield, CSA and Julie Schubert, CSA for House Of Cards
Outstanding Directing for a Drama Series: David Fincher for House Of Cards
Outstanding Cinematography for a Single Camera Series: Eigil Bryld, director of photography for House Of Cards
Outstanding Single Camera Picture Editing for a Drama Series: Kirk Baxter, ACE, editor for House Of Cards
Outstanding Original Main Title Theme Music: Jeff Beal for House Of Cards
Outstanding Music Composition for a Series (Original Dramatic Score): David Schwartz for Arrested Development
Outstanding Single Camera Picture Editing for a Comedy Series: Kabir Akhtar and AJ Dickerson, editors for Arrested Development
Outstanding Special Visual Effects: Hemlock Grove
Outstanding Original Main Title Theme Music: Nathan W Barr for Hemlock Grove
Coming off a killer first-quarter earnings report, Netflix has said that its content advantage was the biggest driver of its US streaming subscriber growth. The company added two million new customers for its $8-a-month US streaming service, bringing it to a total of 29.2 million members – a larger subscriber base than either market leader Comcast or HBO. Not coincidentally, House of Cards was released in the quarter.
While the net subscriber additions will come down in Q2 as compared to Q1 due to seasonality, the launch of original series Arrested Development towards the end of May will lend some support.
"The company has been adding original and exclusive programming to its streaming library, which seems to be paying off. TV series such as House of Cards, Lilyhammer and Arrested Development are drawing lot of audience and attracting customers to sign up," Trefis noted in a Q2 earnings preview.
"In fact, Netflix has effectively marketed these exclusive shows to maintain its subscriber momentum."

TV purchases in US, Europe set to finally rebound
    Michelle Clancy | 19-07-2013
After a few quarters of stagnation in the face of the global economic downturn, the consumer electronics market may be set for recovery, judging by the latest purchase intention data from Strategy Analytics' ConsumerMetrix service.
Compared to the previous survey in Q4 2012, more consumers across the US and Europe are now intending to buy HDTVs, Blu-ray disc players and connected TV players over the coming 12 months, the firm found.
In fact, more than 23% of respondents expect to buy an HDTV during the next year, compared to less than 18% in Q4 2012. 13% of people now expect to buy a Blu-ray disc player, compared to 10% previously. Intention to buy Apple TV and other connected TV players has also risen, although only 6% of people say they will buy one of these products.
"Global TV sales have been in decline but our surveys suggest that consumer sentiment is finally moving in the right direction," said Jia Wu, director of connected home devices at the research firm. "While economic recovery remains patchy this survey evidence suggests that more consumers are ready once again to invest in the latest TVs and other gadgets than last year."
According to the survey the recovery is likely to come first to the US market. HDTV purchase intentions in the US are now 7.6% higher than in late 2012, while in Europe they have improved by a more modest 4.5%. The strongest market in Europe appears to be Germany, while Italy is currently the weakest.
"It may be too soon to talk about the feel-good factor," says David Mercer, principal analyst at the firm. "But after a very challenging period for the industry it seems that consumer electronics manufacturers may finally have some good news to look forward to."
