Dispute threatens programming on Tunisia's Ettounisya TV
    Rebecca Hawkes | 11-07-2013
Broadcasting was interrupted on Tunisia's most popular television station Ettounisya on 6 July, following a dispute between programme producers Cactus Productions and the network's new owner, businessman and politician Slim Riahi.
Regular programming from Cactus Productions was replaced by a still image announcing the launch of three new Ettounisya channels - Ettounsiya al Oula, Ettounsiya Sports and Ettounsiya News - alongside a new logo for the TV station.
Riahi's lawyer subsequently announced on Mosaique FM radio that ties have been cut with Cactus Production "due to unpaid instalments and financial abuse".
The station's finances have been under scrutiny after Sami Fehri, the director of Ettounisya TV, was controversially arrested in August 2012 charged with misusing state funds. Fehri remains in custody despite calls for his release by NGOs and a ruling by the court of Cassation.
Host of the Ettounsiya TV talk show Labess, Naoufel Ouertani, described the interruption of the broadcast on 6 July as "a conspiracy of political nature", according to Middle East Online.
Ouertani reportedly added that Ettounsiya TV would soon resume normal operation, asserting that the channel's name, logo and programmes remain the exclusive property of Cactus Productions.
"The company politicised the affair and played the victim in trying to divert the public opinion. We warned the administration before and invited them to organise the legal relationship between us, but they failed to respond," read the subsequent statement from Riahi's Facebook page.
Leader of the secular political party the Free Patriotic Union, Slim Riahi bought the frequency on which Ettounisya is broadcast in April 2013. However, the station – which was launched by Fehri shortly after the Tunisian revolution in 2011 – is 51% owned by the state.
Riahi's lawyer has said that although the agreement with Ettounisya has now been terminated, programmes made by Cactus Productions could be sold to other channels, reports Tunisia Live.

BBC iPlayerThe BBC is making significant progress in making iPlayer available on Android devices and now even has an Android development team that is almost three times the size of the iOS team.
Writing in a BBC blog, David Berlin, senior product manager and responsible for the BBC iPlayer mobile app on Android, added that “over the past months this team has excellent progress building the downloads feature, and with 100% of the team now entirely focused on downloads we’re looking forward to accelerating the delivery and launching asap.”
He added: “We appreciate the frustration the Android community has been experiencing in the time it is taking to deliver this desired feature, but I hope this provides a little more context around the complexities involved”.
Berlin also said that his team has been focused on three targets, namely achieving video playback quality parity with Apple iOS devices; supporting the full range of Android screen sizes, including tablet support; and delivering mobile video downloads to Android devices.
In the first one, it has gradually improved the video quality served over WiFi to all Android devices “and had focused on delivering comparable (to iPad/iPhone) quality media to the 75% of you on our most popular devices. On Tuesday we flicked a switch in MediaCityUK, Manchester, which enabled those higher quality streams on all of our most popular Android phones, tablets and ‘phablets’ can handle them.”
With higher quality playback achieved on most popular Android devices, it moved on to addressing support for a range of sizes.
Requests from tablets now make up around 20% of total iPlayer video requests each month.
As a result, an update was released a month ago to remove the website link and deliver the BBCiPlayer app to all Android phone, tablet and phablet device sizes.
