    Uday Kumar Varma, India's Ministry of Information and Broadcasting Secretary, is to retire on 30 June 2013 after leading the drive to digitise India's vast cable TV network.
    "My tenure in the Ministry has been successful and productive. I am proud to be associated with the digitisation initiative of the Government, which has seen analogue cable TV become digital addressable in the three metros and 38 towns having a million-plus population. It was a gigantic task, a challenge which was successfully accomplished with the help of all stakeholders, most importantly, with the cooperation of consumers, who willing and warmly accepted digitisation," said Varma.
    "Digitisation will bring about a revolution in the broadcasting sector. While some of the gains are evident and visible right away, the full impact will be felt in a time span of two to five years. I hope by then India will have a broadcasting sector that is not only strong and vibrant and growing rapidly, but also very transparent and consumer centric. It may hopefully offer a unique model of efficiency and convergence that many countries will like to emulate," he added.
    Varma took up the position as Secretary, Ministry of Information and Broadcasting, on 20 October 2011. Prior to that he was Secretary in the Ministry of Micro, Small and Medium Enterprises.
    In addition to his varied roles at different levels of Central Government, Varma also served as District Magistrate and Collector in three districts of Madhya Pradesh. He had also held positions of Director, Handlooms and Textiles, Industries Commissioner, Commissioner, Women & Child Development, Tribal Commissioner, and Health Commissioner in the State of Madhya Pradesh.

    Colombia concludes LTE bid

    Claro, Movistar, Avantel, DirecTV, ETB and Tigo have finally purchased 4G licences to operate LTE networks in Colombia.
    Yesterday the Government concluded the long bid process, thorough which Azteca Comunicaciones didn´t receive any spectrum slot.
    The auction was more profitable than the Government had expected. The radioelectric space was due to be sold for $235 million, but thanks to the interest and competition between the operators the licences were finally sold for $400 million.
    According to the TIC Minister, Diego Molano, most of the money will be invested in Vive Digital, a project which looks to expand the Internet to every area of the country.
    Until now, Claro had 60% of the telecoms market and Une EPM was the only company operating 4G. Following the bid, the new model will bring more concurrence to the Colombian market and will introduce two new companies which were not previously operating in the country: DirecTV and Avantel.
    Claro, as the market leader, got 2.5Ghz of the spectrum but will have to invest more in public telecom plans and bring, for example, coverage to more cities than its competitors.
    Movistar, which currently has the most mobile Internet clients, also received a wide slot in the AWS band which will reinforce its future growth.
    Colombia has offered almost double the spectrum space than most of the big Latin American countries. Currently only Brazil offers more space for LTE networks in the region.

    Spain´s TVE sees hope in French telco tax ruling

    Yesterday, the European Court decided to allow the taxes that French telcos pay to finance public television channels, and TVE has seen this decision as a sign of support for the Spanish system in which its telcos also have to finance a state TV which has no advertisements.
    The European Commission brought charges against the French and Spanish tax systems as it considered them to be contrary to European rules. The decision for the Spanish case has not yet been made, however the ruling on the French tax is enough for TVE which, considering that Spain´s model is inspired by the French one, sees a high probability for a favourable sentence in its own case.
    All this opens a new area in the debate of advertising on Spain´s public channel. A similar ruling would make it easier for the Government to decide to leave the current financial model and go back to the traditional one.
    TVE is being financed purely by the taxes from the telcos - this income is decreasing every year and is much lower than the funds it received from advertising.
    The telcos' opinions are divided in this case. From the beginning, most TV channels and telecoms companies were opposed to paying a percentage of their income to TVE. But now the TV companies are afraid of a possible return of advertising as they consider that TVE would then compete from a more favourable position.

    EBL Switzerland to turn cable network 100% digital

    Swiss cable operator EBL Telecom Media will convert its cable network to 100% digital in autumn 2013 with all analogue TV channels to be switched off.
    The monthly cable TV fee will remain unchanged. Customers will receive a basic package with more than 130 TV channels – including 21 high definition services – offered unencrypted and without additional charge. If they don't have a TV set with an integrated digital DVB-C cable tuner or a set-top box, EBL Telecom Media will provide them with a digital receiver free of charge.
    At the same time, customers will get access to a digital TV platform with time-shifted television, movies on-demand and a recording function. EBL currently distributes 46 analogue TV channels in the Luzern area and 37 analogue channels in the Bern area.
    The company serves more than 27,200 cable households in the surroundings of Luzern, Bern and Brandis. The digital-TV transition will take place in the Luzern area on 3 September and in the two other areas on 12 November.
    After GGA Maur, EBL is the second Swiss cable operator which has announced the switch-off of analogue channels in favour of a digital-only cable TV service this year.

    It may not quite be a case of pay-TV Zou Bisou Bisou, but Canadians are indeed finding a lot of satisfaction in bundling services, a new J D Power survey has revealed.
    The Television Provider Customer Satisfaction Study measured overall satisfaction with television providers based on six factors: performance and reliability; cost of service; programming; communication; customer service; and billing.
    The 2013 study found that as many as 83% of customers bundling their TV and Internet service with the same provider and 42% of customers viewed television content from their tablet or mobile device while 17% subscribe to just TV services with their telecom provider. Nearly three-fifths of customers who bundled also had telephone services with their provider.
    Overall service satisfaction is highest among customers who bundle their television, Internet and telephone services with the same provider, and these customers are also likely to recommend their provider to family and friends. Satisfaction with Internet service providers was highest among customers with fibre optic Internet
    access, a good portent for potential fibre-based IPTV services.
    Furthermore, satisfaction was highest among triple-play customers (690 on a 1,000-point scale), compared with among TV and Internet bundlers (678) and TV-only subscribers (658). Nearly a fifth of customers indicated that they "definitely will" recommend their provider, bundled customers also have higher rates of advocacy, compared to those with only TV and Internet service (17%) or TV service only (12%).
    Those who subscribed to premium TV service packages had higher rates of loyalty to their provider. Only 16% indicated they "will likely" switch to another provider in the next 12 months, compared with 22% of basic TV subscribers. Additionally, premium package subscribers were more "likely" to purchase additional services from their provider than are basic TV subscribers (36% vs. 29%, respectively).
    Triple-play customers were found to pay an average of $165 (CAD) per month for service, while TV and Internet bundlers pay an average of $156 and TV-only subscribers pay an average of $89. Satisfaction with cost of service was highest among triple-play customers and is lowest among TV-only subscribers.
