    Cable operators are not generally inclined to offer television service to customers without getting some form of payment in return. In the US this is generally understood to be “pay-TV”, but in parts of Europe the situation is distinctly more complicated. Because of the labyrinthine structural complexities of the German cable and television industries, for example, many German households which use even basic cable TV service do not directly pay for this. Instead the fees are covered by intermediaries such as housing associations and hidden from end customers.
    The scale of this issue is illustrated in our latest ConsumerMetrix analysis. Nearly two-thirds of TV customers of major German cable providers like Kabel Deutschland and Unity Media believe they are not paying for this service. The same situation exists in France, to a lesser degree, and even in the UK, where 13% of Virgin Media customers say they are not paying for the TV service. Here the confusion is more likely a result of bundling deals where basic TV services are thrown in with a broadband and telephone package. All of this makes it challenging to assess exactly what is and isn’t pay TV, and it should serve as a warning to US cable firms looking to expand in the European market.

    UPC enhances Czech service

    UPC has added the channels Ocko Gold and Fajn Rock TV to its offer in the Czech Republic.
    The former is a new service, operated by the highly successful music channel Ocko, and has also secured carriage on the country’s third DTT multiplex.
    It offers hits from the 60s to 90s and targets male and female viewers aged 35 and upwards.
    Ocko plans to launch a third service, named Ocko Express, on July 1. Fajn Rock TV, on the other hand, offers domestic and international movies, music concerts, artists’ profiles and the latest news from the music industry.

    Philips Net TV adds new apps

    Philips Net TV has added new apps ranging from Ted talks to adult entertainment from Playboy as well as an updated version of wetter.com.
    The German worldwide weather service Wetter.com App was nicely updated and is available on all devices across the world.
    TED: Ideas worth spreading, finally comes to Philips TV with the best talks and performances from TED. Each week the newest TEDTalks are available, and the service can be accessed from all countries.
    Playboy TV offers adult entertainment, is available on all smart devices except 2009 TV’s. For all countries except Turkey and Germany.
    The app NRJ Radio Station from the French radio group is now available worldwide, it has no country restrictions (in the international country section) and is available on 2012 and 2013 high-end TV models.
    New regional apps include Zouzous (an entertainment app for children in France for high-end 2012 & 2013 TV models), RTS info (a news App for Switzerland, for all Net TV devices), and Net HR.TV (a news and entertainment portal for Croatia and Serbia, on 2010 devices and beyond).
    DVDpost is a new video store for Belgium for 2012 High-end TV’s and 2013 TV’s. The app is offered in the English language by default, but after-sign viewers can choose the French or Dutch language.
    There are two new premium apps for Turkey, LigTV with a complete overview for soccer in Turkey with reviews, interviews, matches etc. It is available on the 2012 and 2013 high-end range.
    DigiTurk offers TV series, documentaries, best entertainment, lifestyle and sports programmes for Turkey and is available for 2012 & 2013 high-end TV’s.
    Finally, the new music service Muzu.TV allows the user access to over 120,000 music videos. This app is available for: Austria, Germany, Ireland, Italy, Spain, Sweden, Switzerland, and the UK on all High-End Ranges in 2k12 and 2k13.

    Long wait for Horizon

    Some markets in Central and Eastern Europe are unlikely to see Liberty Global’s Horizon TV product before 2016 at the earliest.
    In its latest annual report, the company says: “ we intend to expand the availability of Horizon TV to other markets within our footprint, with launches planned in Ireland and Germany during 2013 and in certain additional markets during 2014 and 2015”.
    Horizon TV made its debut last autumn in the Netherlands and has since also been introduced in Switzerland.
    The most recent figures from Liberty, released on May 7, put its take-up as over 200,000, of who more than 145,000 are in the Netherlands and over 55,000 in Switzerland.
    If Liberty sticks to its timetable, the only West European market, excluding the UK, without Horizon TV at the end of this year will be Austria.
    In CEE, Liberty is present in Poland, Hungary, the Czech Republic, Slovakia and Romania, and Horizon trials are understood to have already got under way in at least one market (Poland).
    Separately, in its annual report Liberty also refers to aggressive competition it is facing from RCS&RDS’s Digi TV Hungary, the Czech Republic, Slovakia and Romania.
    However, we now know that the Romanian company has pulled out of Slovakia, selling its interests to Slovak Telekom, and its position in the Czech Republic looks tenuous.
    Liberty also talks about the increased competition it is facing from DTT providers in CEE, where subscribers tend to be more price sensitive than in other European markets.
    In the Czech Republic, for instance, also 100% of the country can receive DTT for free or a comprehensive satellite service for a minimal reoccurring monthly fee.

    Dutch Sport1 launches new Android app

    Chellomedia’s Dutch premium sports channel Sport1 has launched its TV Everywhere app for Android, Sport1 Go.
    The app is now available for download in the Google Play Store. The app is designed for tablets and makes it possible to watch Sport 1 Go 24/7 everywhere in the Netherlands. The Apple iPad version has been around for some time.
    The new app makes it possible to watch events such as the MotoGP, Formula 1 and Wimbledon on tablets with Android 4.0 or higher. During live football matches can be called a rich timeline open. This allows you to immediately look at goals, maps and arrangements of both teams.
    The app offers live streaming of the full Sport1 multiplex as well as an extensive on-demand offer. There is also sports news, live scores and the Sport1 programme guide.

    German protests against ARD and ZDF switch-off

    Belgium’s IPTV provider Belgacom TV has decided to drop distribution of the two main German public channels ARD and ZDF.
    Germany has filed complaints about the switch-off and according to the German newsmagazine Deutsche Wirtschafts Nachrichten even prime ministers Angela Merkel has joined the protests. According to the report, she promised to write a letter of complaint to her Belgian counterpart Elio Di Rupo.
    Belgacom decided to drop the two main German channels and replace them with three private channels, RTL, Sat.1 and Pro7, because the public broadcasters asked for a yearly one million euro carriage fee, which the operator deemed too expensive. Until now, Belgacom paid EUR500,000 a year to carry the two chnanels.
    The channel mainly serves the small German speaking populaition (around 75,000 people) in the German-speaking part of the country around the cities of Eupen and Melmedy. There are also around 40,000 German speakers in and around the capital Brussels. These are mainly politicians and lobbyists.
    An online petition against the dropping of the channels attracted around 3,700 signatures.
    Meanwhile, Flemish cable operator Telenet has decided to continue carrying ARD and ZDF.

    France extends DVB-T2 trial licence

    French media regulator CSA has approved the extension of the DVB-T2 trial currently underway in the northern city of Rennes.
    The license for the trial had been set to expire but has now been extended for a six month period beginning on May 16, 2013.
    The trial is undertaken by Images & Réseaux in collaboration with the broadcast network operator TDF. It is available from channel 43 and is transmitted from two transmission sites (Rennes-Cesson Sévigné and Rennes-Janvier).

    LOVEFiLM takes Vikings to Germany

    Online video store LOVEFiLM will show the US series Vikings as a German premiere, with the MGM Television production accessible exclusively by video-on-demand (VOD) ahead of its TV broadcast.
    From June 2013, all nine episodes of the first season will be available in HD quality at the Amazon subsidiary. The historical action series was developed by Michael Hirst (Elizabeth, The Tudors).
    The main roles are played by Travis Fimmel (The Beast, The Experiment), Gabriel Byrne (The Usual Suspects, Miller's Crossing) and Katheryn Winnick (Bones, Love and Other Drugs), with other cast members including George Blagden (Wrath of the Titans), Jessalyn Gilsig (Glee), Gustaf Skarsgard (The Way Back) and Clive Standen (Camelot).
    "A freshly produced TV series to be made available in Germany on LOVEFiLM (http://www.lovefilm.de) before being shown on traditional distribution platforms is an extremely exciting development in our corporate history through which we explore new avenues," said Christoph Schneider, managing director of LOVEFiLM Deutschland.

    Euro children’s channels see strong growth

    There are more than 280 children’s television channels established in the European Union, and approximately 320 in wider Europe according to research from the European Audiovisual Observatory.
    The EAO’s MAVISE database showed that even though more than 80 channels are focused on national markets, only 21 children’s channels are part of the public service broadcasting system, while almost 300 are private.
    The survey found that the most important of the pan-European brands are from the major US media groups Time Warner, The Walt Disney Company and Viacom, namely Disney (63 channels), Nickelodeon (44), Cartoon Network (29) and Boomerang (21) who have various channels and a large number of linguistic variations throughout Europe.
    Yet the EAO also revealed that public channels KIKA (in Austria and Germany), Ketnet, La Trois (in Belgium), DR Ramasjang (in Denmark), Clan TVE (Spain), Gulli (France), CBBC (United Kingdom), RAI Yoyo (Italy) and SVBT in Sweden are in most cases the most popular children’s channels in their respective countries.
    In terms of platforms, the channels most likely to appear on the free DTT networks in Europe are those of the public service channels, while on the DTT pay-TV networks a wide range of private children’s channels are available in a total of 14 countries. A variety of on-demand audiovisual services for children were also noted by the research mainly provided by cable operators such as Belgacom, Telenet and UPC, Numericable and Zon, and also operators like Canal+ in Poland. Disney, Nickelodeon, JimJam, Boomerang, and Cartoon Network all have many pan-European channels on-demand services targeting different European countries. The majority of these are registered in the UK.

    Orange partners with 4EVER Project on first HEVC end-to-end HD video delivery

    Led by Orange Labs, the 4EVER consortium is undertaking a new challenge during the French Open tennis tournament – the live broadcast of the tournament in HD using the new HEVC standard end-to-end.
    4EVER is demonstrating multiscreen delivery (TV, PC and tablet) using the new video encoding standard High Efficiency Video Coding (HEVC).
    This standard is intended to replace the current MPEG-4 AVC standard and allows the delivery of an equivalent quality of experience with half the bandwidth, thus offering the prospect of HD delivery to more terminals.
    From 1-9 June, the daily schedule of televised games will be fed to an HEVC live experimental end-to-end delivery chain including encoding, streaming, decoding, and display. Using IPTV, DVB-T2 and Internet delivery networks, the matches will be broadcast to PCs, TVs and tablets, in high definition, for viewing in France Télévisions' public spaces (RGLab), in Orange's technical area and in a showroom in Rennes.
    This is the first public demonstration of an end-to-end HEVC delivery chain incorporating both the encoding and decoding in real time.
    Standing for enhanced video experience, the 4EVER consortium started in 2012 and comprises nine industrial and academic French partners supported by the French Ministry of Industry, three competitiveness clusters, local authorities and the European Regional Development Fund.
    A three-year project (2012-2015), 4EVER's purpose is to advance French research in the fields of HEVC and Ultra HD TV.
